[People News] A sensitive message emerged from Beijing on the first day of the Fifth Plenary Session of the Communist Party of China! A joint open letter was issued by students from 14 universities, including Peking University and Renmin University of China, demanding the abolition of the indefinite re-election system for leaders and the restoration of term limits!
Simultaneously, The Epoch Times exclusively revealed a list of candidates for the Politburo Standing Committee assessment from the 21st National Congress, which includes six main candidates and three alternate candidates. Notably, the list of recommenders features Xi Jinping's sister Qi Qiaoqiao and his wife Peng Liyuan! Why are these two women from the Xi family involved in personnel recommendations at the upper echelons of the Communist Party? Who are the individuals they each recommended?
On the first day of the Fifth Plenary Session, students from 14 universities jointly signed a letter opposing indefinite re-election.
Hello, dear viewers, welcome to Hotspot Frontline. I am Xiaokun.
On October 26, the Fifth Plenary Session of the 20th Central Committee of the Communist Party of China opened in Beijing. On that day, around 3 PM, an open letter titled 'A Joint Appeal from a Group of Republic University Students' suddenly appeared online.
According to reports from media outlets such as Liberty Times, this open letter claims to be from undergraduate and graduate students from 14 universities, including Peking University, Renmin University of China, Tongji University, Xi'an Jiaotong University, Xiamen University, and Nankai University.
The open letter is addressed directly to the Central Committee of the Communist Party of China, the Standing Committee of the National People's Congress, and the central committee members attending the Fifth Plenary Session. One of the most sensitive demands is the call to abolish the indefinite extension of the presidency and to restore the original term limits established by the constitution, while also creating clear term regulations for the highest leadership positions within the Communist Party of China.
Additionally, the open letter presents two other demands: to initiate democratic constitutional amendments, enhance election, oversight, and recall mechanisms; and to guarantee citizens' rights to discuss national affairs and voice criticisms in accordance with the law.
The letter also commemorates the 160th anniversary of Sun Yat-sen's birth, referencing the historical moment when he resigned from the position of provisional president, emphasising that power should be subject to institutional constraints.
According to the 1982 Constitution of China, the President and Vice President may not serve more than two consecutive terms. However, this restriction was removed in 2018, clearing the constitutional path for Xi Jinping to continue as President.
This open letter also brings to mind the 1989 Beijing student movement. That year, the student movement, which originated in Beijing universities, called for anti-corruption measures, opposition to official misconduct, greater press freedom, and political reform.
Unfortunately, this movement was ultimately met with violent repression by the Communist Party authorities, and the events of June Fourth have left an indelible mark on contemporary Chinese history.
Thirty-seven years later, while China's social environment and methods of political control have changed significantly, the issues of power oversight, political reform, and citizens' rights to express themselves remain unresolved.
The content of this open letter reflects concerns for the nation's fate that echo those raised during the student movement years.
However, the authenticity of this joint statement cannot currently be independently verified. An investigation by Radio Free Asia revealed that the open letter was published on the 'Siyuan Lake BBS' website, which is registered in locations such as South Korea and Singapore. The article did not provide any named signatories or signatures, and the actual initiators are still to be confirmed.
The list of members for the 21st Central Committee Standing Committee has been revealed, with two women linked to personnel recommendations from Xi Jinping's faction.
As the Fifth Plenary Session was convening, the Dajiyuan published an exclusive report claiming to have obtained a list of candidates for the evaluation of the Politburo Standing Committee of the Communist Party of China (CPC) for the 21st National Congress.
According to sources in Beijing cited by the report, Xi Jinping and Li Qiang are listed separately, along with six main candidates for evaluation and three alternate candidates.
The six candidates for evaluation are Ding Xuexiang, Chen Jining, Zhang Guoqing, Yin Li, Li Shulei, and Liu Guozhong. The three alternate candidates are Yuan Jiajun, Chen Min'er, and Chen Wenqing.
Based on this list, among the current Standing Committee members, Li Qiang, like Xi Jinping, is expected to secure a seat in the next Standing Committee. Additionally, Ding Xuexiang is also very likely to be included in the Standing Committee.
This list has not yet been independently verified.
However, the recommenders of the candidates on the evaluation list are also noteworthy!
According to sources cited by the Dajiyuan, Ding Xuexiang's recommenders are current Politburo Standing Committee member Cai Qi and former Central Party School president Chen Xi; Li Shulei's recommenders are Cai Qi and Minister of the Organisation Department Shi Taifeng; Liu Guozhong's recommender is former Politburo Standing Committee member Li Zhanshu. These individuals all have significant backgrounds in the upper echelons of the CPC.
Interestingly, the recommender for Chen Jining, the Shanghai Municipal Party Secretary, includes Xi Jinping's sister, Qi Qiaoqiao! Meanwhile, the recommender for Yin Li, the Beijing Municipal Party Secretary, is Xi Jinping's wife, Peng Liyuan!
It is widely understood that Qi Qiaoqiao does not hold any high-level position within the central government. While Peng Liyuan has a unique status in military and public affairs, she is neither a member of the Central Politburo nor the head of the Central Organisation Department.
If this revelation is accurate, how did these two family members of Xi Jinping manage to participate in personnel recommendations at the upper echelons of the Communist Party of China?
For years, the Communist Party has emphasized organizational discipline and the procedures for selecting cadres, with Xi Jinping repeatedly advocating for strict governance of the Party. However, if his sister and wife can influence the selection of Politburo members through personal connections, what does this say about the relationship between the Party's power structures and family influence?
Interestingly, Qi Qiao Qiao recommended Chen Jining, while Peng Liyuan put forward Yin Li. One oversees Shanghai, and the other oversees Beijing. Does this suggest that there are internal power struggles within the Xi Jinping family?
Previously, there were rumours that Xi Jinping highly values his sister Qi Qiao Qiao's opinions. In this case, did Xi Jinping heed his sister's advice more than his wife's?
Additionally, Hu Chunhua, who has recently been linked to succession rumours, did not appear on this alleged assessment list. Another important detail is that this list does not clearly identify Xi Jinping's successor. With a year remaining until the 21st National Congress, the personnel arrangements at the highest levels of the Communist Party continue to be shrouded in uncertainty.
The Fifth Plenary Session in Beijing feels like a looming threat, and the public is also bearing the brunt while using the subway.
Let’s take another look at Beijing. The Fifth Plenary Session is taking place at the Beijing West Hotel, and security measures across the city have been significantly enhanced. Militia personnel are stationed at the overpass, armed police patrols have increased on the streets, and there is a noticeable rise in security personnel at major intersections.
According to a report by the United Daily News correspondent in Beijing on October 26, the Beijing subway has elevated its security inspection level since the 20th, with these measures expected to remain in effect until the end of the month.
In the past, small bags were simply opened for inspection, but now they must also be placed through the X-ray machine. Beverages require separate screening, and passengers are subjected to more thorough personal checks. Consequently, during peak commuting hours, long lines have formed outside subway stations. Some citizens have expressed frustration, stating that the security checks alone can take 20 to 30 minutes, causing delays in reaching their workplaces. A subway employee disclosed that at just one station, they receive dozens of complaints from citizens each day.
Whenever the Chinese Communist Party convenes a significant political meeting, such scenes are almost routine in Beijing: officials gather in conference halls while police maintain strict vigilance on the streets, and ordinary citizens must endure long queues just to board the subway.
The Fifth Plenary Session is being held from October 26 to 29, spanning four days. What major announcements will follow? What changes might occur in high-level personnel? We will continue to monitor the situation.
That concludes today's program. What are your thoughts on whether the open letter from the universities genuinely originated from actual students, or if there is another agenda at play? Additionally, what implications arise from the involvement of Xi Jinping's sister, Qi Qiaoqiao, and his wife, Peng Liyuan, in high-level personnel recommendations?
