[People News] Xu Jiayin, the chairman of China Evergrande and once the richest man in China, has not yet been formally charged with any crime. Independent commentator Du Zheng revealed on July 27 in Taiwan's 'Shangbao' that Xu Jiayin provided authorities with a lengthy list of names of high-ranking Communist Party officials. In addition to some officials that mainland media have hinted at or indicated, Xu Jiayin's extensive list also includes Ma Xingrui, Chen Min'er, and Chen Yixin.
The root of the issues surrounding Ma Xingrui lies in Guangdong.
On July 1, Ma Xingrui was unexpectedly announced to be removed from his position as Secretary of Xinjiang, with the explanation of 'other assignments.' Speculation has arisen that this unusual change during his tenure may indicate that Ma Xingrui will be given a nominal position. There are also rumours suggesting that Ma Xingrui is involved in corruption cases related to the aerospace sector, as well as corruption within the Xinjiang political landscape.
Du Zheng disclosed that the core issues regarding Ma Xingrui originate in Guangdong. Officials in Guangzhou have stated that after Evergrande's Xu Jiayin lost his freedom, he reported a long list of high-ranking officials to the authorities, which includes Ma Xingrui.
How did Xu Jiayin manage to connect with Ma Xingrui? Du Zheng has revealed some details about their interactions.
After Ren Xuefeng was transferred from Tianjin to serve as the Secretary of the Guangzhou Municipal Committee in August 2014, he distanced himself from Xu Jiayin and never visited Evergrande. It is said that Ren Xuefeng does not particularly appreciate Xu Jiayin's character.
Evergrande began its operations in Guangzhou, and Xu Jiayin believes he has made a substantial contribution to the city's GDP. Feeling overlooked, he contemplated leaving and decided to ally with Ma Xingrui, who was then serving as the Deputy Secretary of the Guangdong Provincial Committee and the Secretary of the Shenzhen Municipal Committee.
This resulted in several reports from Guangdong's official media about a significant meeting. On the afternoon of November 4, 2015, Ma Xingrui met with Xu Jiayin, Chairman of the Evergrande Board.
The two quickly found common ground: Xu Jiayin expressed Evergrande's strong optimism about Shenzhen's future development potential and announced plans to increase investment in the city. Ma Xingrui welcomed this move, stating, "We welcome and fully support Evergrande Group's investments in Shenzhen, assuring that the city would back Evergrande in developing its headquarters economy and other initiatives.
Following their meeting, Evergrande discreetly relocated its headquarters from Guangzhou to Shenzhen within a year. This marked the beginning of a new alliance between Xu Jiayin and Ma Xingrui.
Reportedly, Ren Xuefeng, who lost the opportunity to retain Xu Jiayin, was furious upon learning of this development. Many officials from the Municipal Bureau of Industry and Commerce who allowed Xu Jiayin to leave were considered negligent and faced disciplinary action.
On January 23, 2017, Ma Xingrui was elected Governor of Guangdong Province. Xu Jiayin felt that aligning with Ma Xingrui was a wise decision, believing that it would provide him with support. On August 1, 2017, Evergrande Group announced the official relocation of its headquarters from Guangzhou to the Nanshan District of Shenzhen, with its offices situated in the Excellence Hohai Centre and the Alibaba Centre.
Xu Jiayin achieved his goals. On June 11, 2019, the Guangzhou Municipal Government and Evergrande Group signed a strategic cooperation framework agreement and major investment cooperation agreements in Nansha during a ceremony held in Guangzhou. At that time, Ma Xingrui, the Deputy Secretary of the Guangdong Provincial Party Committee and Governor, was accompanied by Zhang Shuo, the Secretary of the Guangzhou Municipal Party Committee, and Vice Governor Zhang Hu, to show support for Xu Jiayin. According to the agreement, Evergrande will make significant investments in the new energy vehicle industry in Guangzhou.
Ren Xuefeng stepped down as the Secretary of the Guangzhou Municipal Committee of the Communist Party of China in July 2018 but continued to serve as the Deputy Secretary of the Guangdong Provincial Committee. On October 17 of the same year, he was transferred to Chongqing to work as a full-time deputy secretary under Chen Min'er, which effectively sidelined him. At the end of October 2019, Ren Xuefeng, a candidate member of the Central Committee, tragically committed suicide by jumping from a building while attending the Fourth Plenary Session of the 19th Central Committee at the Jingxi Hotel in Beijing; the official narrative attributed his death to 'illness.'
Moreover, insiders from Guangzhou's political circles have revealed that after Evergrande Group took control of the Guangzhou Football Club, its ties with the local political scene became exceptionally close. The then Secretary of the Guangzhou Municipal Committee, Wan Qingliang, who was dismissed in June 2014, along with Mayor Chen Jianhua and then Governor Zhu Xiaodan, all had experiences of attending matches at Evergrande's home stadium.
In fact, Du Zheng believes that the downfall of former Guizhou Provincial Secretary Sun Zhigang, former Minister of Justice Tang Yijun, and former Hubei Provincial Secretary Jiang Chaoliang, as well as the sudden loss of power of Ma Xingrui, can be traced back to a common thread: Xu Jiayin.
Xu Jiayin maintains close relationships with Chen Yixin and Chen Min'er.
Following Ma Xingrui on Xu Jiayin's extensive list, there are at least the current Minister of State Security, Chen Yixin and Chen Min'er, who governs Tianjin. Both are trusted allies of Xi Jinping's Zhejiang faction.
Public reports suggest that Chen Yixin has warmly invited Xu Jiayin to visit Wuhan on at least two occasions, and given that he only served as Secretary of the Wuhan Municipal Committee for one year and two months, it indicates a significant level of interaction between the two.
In early 2020, Sina Finance published an article titled 'Xu Jiayin and Sun Hongbin's Love in Wuhan,' which noted that in mid-March 2018, Xu Jiayin and Chen Yixin had a very enjoyable meeting. Following this, Evergrande signed a technology tourism city project with an investment of 50 billion yuan and additionally invested 60 billion yuan to establish the 'Evergrande-Changjiang New City Cultural Tourism Health Technology Industry Fund.'
However, most of these projects by Evergrande in Wuhan, Hubei, have ended up stalled. Among them, the Evergrande Technology Tourism City, which had an investment of several billion yuan, was left halfway through construction with no one to take over, earning the title of 'the largest stalled project in Central China.'
Chen Min'er, a representative of Xi's faction, also maintains a close relationship with Xu Jiayin. On September 26, 2016, then Guizhou Provincial Party Secretary and Chairman of the Provincial People's Congress Chen Min'er met with Xu Jiayin, accompanied by then Governor Sun Zhigang.
On August 26, 2017, Xu Jiayin met with Yin Li, the visiting Deputy Secretary of the Sichuan Provincial Party Committee and Governor, at the Evergrande Centre in Guangzhou, where they jointly attended the signing ceremony of the strategic cooperation agreement between Evergrande Group and the Sichuan Provincial Government. Yin Li currently serves as the Secretary of the Beijing Municipal Committee.
After Xu Jiayin's arrest, numerous secrets about the Evergrande empire were revealed, and the Evergrande beauty dance troupe came under scrutiny. What do they do when they are not performing? According to media reports, this dance troupe had previously assisted Xu Jiayin with various public relations challenges.
Additionally, there are whistleblowers claiming that Xu Jiayin has a mysterious '42nd floor' in the Evergrande headquarters building in Shenzhen, frequented by 'young ladies,' which is far more luxurious than Lai Changxing's former Red Mansion.
Du Zheng stated that following Xu Jiayin's arrest, he would be reluctant to accept his fate and would likely provide a lengthy list of high-ranking officials in a bid to save himself, with Ma Xingrui being one of them. Reports suggest that Ma Xingrui has connections to Xi Jinping and Peng Liyuan. Du Zheng analysed that Xi Jinping's authority may not be as robust as it once was, facing pressure within the party, and can only manage to bring down Ma Xingrui.
Du Zheng anticipates that Xu Jiayin is a 'firebomb' within the ranks of the Chinese Communist Party, and that many officials will soon fall from grace or be demoted, which will astonish many, and these developments may all be linked to Xu Jiayin. However, official sources are expected to remain tight-lipped and will not openly address the matter. △
