[ People News] The 16th meeting of the 14th National People's Congress Standing Committee of the Communist Party of China concluded today (27th), announcing that Jin Xiangjun, Lan Tianli, Liu Jiachen, and others have been stripped of their qualifications and positions as representatives. Notably, Miao Hua, the former director of the Political Work Department of the Central Military Commission, has been removed from his position as a member of the Central Military Commission of the Communist Party of China.
Last November, the Communist Party officially announced that Miao was 'suspected of serious disciplinary violations.' When he was dismissed as a national representative in April this year, the charges were escalated to 'suspected of serious disciplinary and legal violations.' His membership in the Military Commission was revoked during the Beidaihe and Fourth Plenary Session, indicating that the severity of his issues has intensified, suggesting a prelude to serious criminal punishment.
Miao Hua is the second member of the 20th Central Military Commission of the Communist Party of China to face disciplinary action after Defence Minister Li Shangfu. He is also a high-ranking military official who was quickly dismissed after being personally promoted by Xi Jinping. Following the announcement of his dismissal, all of Miao Hua's military positions have been completely eliminated.
As a trusted confidant of Party Leader Xi Jinping, Miao Hua will turn 70 this year. He has served for a long time in the 31st Group Army, which is Xi Jinping's direct military unit from the former Nanjing Military Region. His downfall is viewed by the outside world as a significant indicator of Xi's diminishing military power.
Xi Jinping previously held the position of first secretary of the Fuzhou Military District Party Committee and the first political commissar of the Fujian Provincial Anti-Aircraft Reserve Division, during which he had professional interactions with Miao Hua.
Since Xi Jinping took office in 2012, Miao Hua's career has rapidly progressed, moving from the Army to the Navy, and he was reassigned from the Lanzhou Military Region to serve as the political commissar of the Navy. In 2015, Miao Hua was promoted to general by Xi Jinping, and in 2017, he became the director of the Political Work Department of the Central Military Commission of the Communist Party of China, overseeing military personnel, and was later re-elected as a member of the Central Military Commission during the 20th National Congress of the Communist Party of China. Miao Hua is also a member of the 18th Central Commission for Discipline Inspection and has served on the 19th and 20th Central Committees. In March 2018, during the 'Two Sessions', he was appointed as a member of the Central Military Commission, and he was re-elected in March 2023 during the 'Two Sessions'.
The first clear indication from the Communist Party of China regarding Miao Hua's alleged 'illegal activities' appeared in a public report released on May 15 by the National People's Congress website. It stated that the representatives of the National People's Congress elected by the People's Liberation Army and the Armed Police Force were 'removed from their positions due to serious violations of discipline and law, as decided by the Political Work Department of the Military Commission during a conference of military representatives regarding Miao Hua's removal from his role as the 14th National People's Congress representative.'
Additionally, the American 'Washington Times' and the British 'Financial Times' have reported that He Weidong, the vice chairman of the Central Military Commission, may be under investigation. Reports from Chinese party and military media indicate that He Weidong has not been seen in public for several months, and he has also been absent from significant events or meetings where he was expected to appear.
Independent commentator Cai Shenkun previously disclosed on his social media that Xi Jinping initially intended to use Miao Hua and He Weidong, two key confidants, to oversee the military. He aimed to use the anti-corruption campaign as a pretext to purge Zhang Youxia's faction and ultimately to remove Zhang Youxia, the first vice chairman of the Military Commission. However, this plan faced resistance from Zhang Youxia and the senior officials supporting him.
Cai Shenkun stated that without Zhang Youxia's intervention, the ongoing purge of the 31st Army, along with He Weidong and Miao Hua, would not have persisted until now.
Following today's closing session, the Standing Committee of the National People's Congress of the Communist Party of China issued Announcement No. 11 of the 14th session, revealing that several more of Xi Jinping's close associates have been stripped of their qualifications as representatives of the National People's Congress. This includes the Shanxi Provincial Standing Committee's decision to dismiss Jin Xiangjun from his role as a representative of the 14th National People's Congress; the Guangxi Zhuang Autonomous Region Standing Committee's decision to remove Wang Xiongchang and Lan Tianli from their positions as representatives of the 14th National People's Congress; and the Navy Military Representatives Conference's decision to revoke Li Hanjun's status as a representative of the 14th National People's Congress, totaling 8 representatives whose qualifications have been terminated.
Japanese journalist Nakazawa Katsuji recently commented that the recent personnel changes at high levels of the Communist Party and military have frequently led to unexpected developments, which may suggest underlying stability issues within Xi Jinping's regime. The internal unrest within the Communist Party has clearly escalated and can no longer able to be hidden. △
