[People News] On March 4, the opening day of the Chinese Communist Party’s (CCP) “Two Sessions,” an open letter titled “Open Letter to All Chinese Citizens – Holding Xi Jinping Accountable” gained attention on the overseas platform X. The letter calls for the “overthrow of CCP dictatorship and the reckoning of Xi Jinping’s crimes.”
Published by the X account "Human Rights & Current Affairs," the letter, signed by Lü Zhanqiu, begins: “Today, the CCP’s annual political consultative conference opens; tomorrow, the so-called National People’s Congress will also take the stage. These two institutions are nothing more than a fig leaf for the dictatorship, a rubber stamp in a pathetic performance, and ugly props to gloss over Xi Jinping’s tyranny.”
The letter states: “We stand at a historical crossroads, facing a life-and-death struggle. Today’s China is not a cage where we must kneel and survive, but a battlefield where we must stand up and resist! The abolition of the CCP dictatorship and the reckoning of Xi Jinping’s monstrous crimes are urgent missions that cannot be delayed!”
The author identifies as a victim of the CCP’s repression and describes personal experiences of persecution: “As a victim of the CCP’s iron-fist rule, I personally endured illegal arrest, interrogation, and detention under the corrupt bureaucratic clique led by former Shangqiu Municipal Party Secretary Li Guosheng and Mayor Bai Xiangyang in Henan Province. I was forced into exile, my family was implicated, and my friends were threatened. These parasitic bloodsuckers not only remain at large but continue to rise in rank and amass wealth, mocking justice. And this is just the tip of the iceberg of CCP tyranny. You may not have been hit by the iron fist yet, but in this land of darkness, who can truly remain untouched? Sooner or later, when the CCP’s iron fist lands on you, you too will experience the despair of crying out in vain.”
The letter criticizes Xi Jinping’s rule: “Xi Jinping’s power may appear as mighty as a mountain, but in reality, it is nothing more than a rootless weed. He does not rely on popular support but on guns and lies. His unpopularity is evident in the boiling public resentment, the trampling of the rule of law, economic decline, and social division. He is not an indestructible fortress but a paper tiger teetering in the wind. History has already proven that the downfall of tyrants is never a myth but an inevitability.”
The letter further warns of China’s dire situation: “China is on the brink of disaster! Internal and external crises, suffering people—this is not alarmist talk but a bloody reality. You can choose to remain silent, but do not aid the evildoers. Do not let future generations scorn us as ‘spineless cowards’! For the sake of our families, for the sake of future generations, for the sake of restoring freedom and dignity to this land, we must stand up—overthrow the CCP dictatorship and hold Xi Jinping accountable for his crimes!”
At the end, the letter states that both Chinese and English versions have been sent to over a dozen overseas media outlets, calling on the world to pay attention to China’s democratization. “Without small steps, there can be no thousand-mile journey. Silence is complicity. The people are waiting. History is watching!”
The letter, dated March 4, 2025, is signed by Lü Zhanqiu, who is registered as a resident of Shangqiu City, Henan Province, according to the "Human Rights & Current Affairs" account.

Ahead of the Two Sessions, the CCP unexpectedly released a revised National Emergency Response Plan, emphasizing social stability, media control, and centralized command. Many analysts believe that while similar plans have existed before, the current economic downturn and growing social unrest have heightened the risk of nationwide protests. This new plan suggests the CCP’s deepening fear of its eventual downfall.
Australian-based scholar Yuan Hongbing recently told Dajiyuan that sources within the system have indicated that since 2024, China’s social crisis has been evolving into a political crisis.
