U.S.-China confrontation. (Screenshot from video)
[People News] With Donald Trump’s return to the White House, uncertainty in U.S.-China relations has caused concern among "Red Second Generation" (children of senior CCP officials). Chinese political expert and Australia-based liberal scholar Yuan Hongbing recently revealed that a letter allegedly written by Deng Pufang, son of Deng Xiaoping, has been widely circulated in Beijing’s political circles. In the letter, Deng Pufang criticizes the Foreign Ministry, led by Wang Yi, for deviating from Deng Xiaoping’s strategic principle of "hiding strength and biding time" (韬光养晦). However, the letter is seen as an implicit criticism of Xi Jinping.
Deng Pufang's Alleged Letter to the CCP Central Committee Criticizing Wang Yi
In a February 26 interview with Dajiyuan, Yuan Hongbing cited sources from within the system, revealing portions of Deng Pufang’s letter.
According to these sources, Deng Pufang began his letter by expressing deep concern about China’s current domestic and international situation, prompting him to write to the central leadership. Although the letter explicitly names Wang Yi, its real target is Xi Jinping. Deng Pufang accuses the Foreign Ministry, under Wang Yi’s leadership, of committing a major strategic mistake during a period of significant international political shifts—specifically in the lead-up to and aftermath of Trump's return to the White House.
The letter claims that the Chinese Foreign Ministry’s assessment of global trends and Trump’s policy direction was completely wrong. Deng attributes this failure to the ministry’s prolonged deviation from Deng Xiaoping’s "hide and bide" strategy, instead adopting an aggressive, confrontational "wolf warrior diplomacy" that has antagonized multiple nations.
According to sources, Wang Yi believed that Beijing could negotiate with Trump on Taiwan and placed great emphasis on securing a deal. Wang even hoped to get Washington to issue a public statement opposing Taiwanese independence and supporting peaceful unification.
However, last month, during a phone call between U.S. Secretary of State Marco Rubio and Chinese Foreign Minister Wang Yi, Chinese state media reported that Wang reiterated Beijing’s so-called "red line" on Taiwan, while Rubio allegedly stated that the U.S. "does not support Taiwan independence". However, the official U.S. statement did not include such a remark.
In a recent media interview, Rubio reaffirmed the U.S. commitment to Taiwan, stating that Washington opposes any use of force or coercion to change the status quo. He also emphasized continued support for Taiwan’s participation in international organizations, rejecting Beijing’s claim to represent Taiwan’s interests.
Donald Trump is currently pushing for negotiations to swiftly end the Russia-Ukraine war, with many analysts suggesting that his administration aims to shift U.S. strategic focus to the Indo-Pacific to counter China.
According to Yuan Hongbing, Trump's strategic objective is clear: Disengage from European conflicts and dismantle the China-Russia strategic partnership. Shift U.S. national security priorities to the Indo-Pacific region, particularly the South China Sea and Taiwan Strait, with Taiwan being the primary focus.
Yuan also predicts that the U.S. will: Further arm Taiwan and strengthen U.S.-Taiwan military and economic cooperation. Help Taiwan maintain its existing diplomatic allies and expand its international presence. Push for Taiwan’s inclusion in more international organizations. He believes U.S.-Taiwan relations are moving toward an unprecedented level of closeness.
Yuan points out that China’s biggest challenge is not just U.S. tariffs and economic sanctions, but Washington’s broader effort to dismantle the global economic order that has benefited the CCP for decades—a system rooted in Deng Xiaoping’s policies of economic liberalization. Recently, Chinese experts have been closely watching discussions in the U.S. about revoking China’s "Most Favored Nation" (MFN) trade status.
On January 23, U.S. lawmakers introduced a bipartisan bill seeking to remove China’s preferential trade status, impose higher tariffs, and eliminate tax exemptions for low-value Chinese imports under the "de minimis" rule.
Reports Suggest that Deng Pufang is Worried about the United States Potentially Holding the Chinese Communist Party (CCP) Accountable for the COVID-19 Pandemic
Yuan Hongbing noted that sources within the CCP mentioned that Deng Pufang's letter specifically warned that the U.S. might continue to pose unprecedented challenges to the CCP regarding the COVID-19 virus, launching a large-scale public opinion campaign and legal actions. This is expected to happen after the normalization of relations between the United States and Russia.
The COVID-19 pandemic has resulted in 1.1 million deaths in the United States. Following the Trump administration's arrival in office, the U.S. has indicated a renewed focus on investigating the origins of the virus and increasing accountability measures.
Both the U.S. House of Representatives' Select Subcommittee on the Coronavirus Pandemic and the Central Intelligence Agency have reported that the virus responsible for the COVID-19 pandemic may have originated from a laboratory. Recently, U.S. Secretary of State Marco Rubio expressed his agreement with the theory that the virus leaked from a laboratory in Wuhan.
Missouri, located in the U.S. Midwest, after suing the CCP government five years ago over the COVID-19 pandemic, filed another lawsuit against Beijing last month, seeking nearly $25 billion in compensation for the damages suffered by its residents.
According to reports, Deng Pufang's letter indicated that such pressures would further exacerbate the downward trend of the Chinese economy. Additionally, as the relationship between China and Russia weakens, the pressure in the energy sector is expected to increase.
Five Years Ago, There Were Also Rumors Circulating Online About a Public Letter from Deng Pufang Addressed to the Representatives of the Two Sessions
Yuan Hongbing stated that it remains unclear whether this letter was genuinely written by Deng Pufang or if it was penned by someone else using his name, but at the very least, the letter's content reflects some opinions from the 'red second generation.'
Yuan Hongbing has reiterated his earlier claims: the current 'red second generation' is not working to strategize for Xi Jinping; their main concern is that the upcoming '21st National Congress' should not allow Xi Jinping to secure another term. They fear that if Xi is re-elected, he could potentially destabilize the entire foundation of the Communist Party, leading to the downfall of all Communist Party families. With this consensus in mind, they are determined to prevent Xi from being re-elected, employing various tactics to 'force a palace coup'.
Deng Pufang, now 80 years old, has resigned from his top position in the Chinese Communist Party's Disabled Persons' Federation in 2023.
In April 2020, there were reports circulating online about an open letter purportedly written by Deng Pufang to the representatives attending the Chinese Communist Party's Two Sessions, which also targeted Xi Jinping. The letter outlined 15 significant criticisms, including Xi's promotion of 'one-man rule' and the Communist Party's 'deteriorating international image'. At that time, some members of the 'red second generation' who received the letter informed The Epoch Times that they could not verify its authenticity, but acknowledged that the letter did reflect the sentiments of certain individuals. △
