[People News] On November 11, overseas media personality Jiang Wangzheng disclosed the list of members of the Standing Committee of the 21st National Congress of the Communist Party of China during a broadcast.
Li Qiang, acting as a representative of Xi Jinping, is set to succeed as both the President and General Secretary, while Xi Jinping will retain his position as Chairman of the Central Military Commission. Ding Xuexiang, a member of the Shanghai faction and a representative of the Jiang family, who previously served as Xi Jinping's secretary in Shanghai, will take over as Premier of the State Council. Li Shulei, a trusted aide of Xi Jinping at the Party School, will replace Zhao Leji to lead the National People's Congress. Chen Min'er, a loyal supporter of Xi Jinping, is expected to succeed Wang Huning as Chairman of the Chinese People's Political Consultative Conference. Yuan Jiajun, a former subordinate of Xi Jinping, will take over from Cai Qi as the Secretary of the General Office. The position of First Vice Premier will be contested between Liu Guozhong, a representative of Xi Yuanping, and Yin Li, a representative of Peng Liyuan. Notably, this list does not address the future of Li Xi, the Secretary of the Central Commission for Discipline Inspection, who was born in October 1956 and has reached retirement age; it remains unclear who will succeed him. However, there are reports suggesting that Xi Jinping will continue in power, with overseas media figure Yuan Hongbing commenting that Xi Jinping is poised to become a dictatorial emperor. A closer look reveals that this list aligns closely with the analysis from commentators asserting that 'Xi Jinping will continue to be a dictator,' as Xi Jinping is likely to follow in Deng Xiaoping's footsteps by controlling the overall situation as Chairman of the Military Commission, manipulating events from behind the scenes through his proxies.
Li Qiang: Jiang Wangzheng has previously revealed in broadcasts that Li Qiang will serve as the transitional successor for the next General Secretary.
Ding Xuexiang: Jiang Wanzheng once remarked that Ding Xuexiang was under scrutiny from Xi Jinping due to his father's acceptance of gifts in Nantong, effectively placing Ding under house arrest. The recent revelation that he is set to become the Premier of the State Council raises the question: Is Xi Jinping showing leniency? It is also possible that Ding Xuexiang has other supporters backing him.
On June 20, 2025, Ding Xuexiang met with Putin in Saint Petersburg, Russia, and attended the plenary session of the 28th Saint Petersburg International Economic Forum, where he received exceptional hospitality. Analysts believe that Ding is a potential successor within the party. Interestingly, it is not Xi Jinping who maintains close ties with Russia within the Chinese Communist Party, but rather Jiang Zemin.
Dajiyuan previously published an article titled "A Statement from a Former Soviet Beauty Spy Left Jiang Zemin Terrified," which highlighted that Jiang Zemin's biological father, Jiang Shijun, joined the pro-Japanese traitor organisation 'Peace Saving Nation Association' in 1938. After the fall of Nanjing, he worked for the 'Nanjing Temporary Maintenance Committee', serving the invading Japanese forces. In 1955, Jiang Zemin, then working at the First Automobile Manufacturing Plant in Changchun, was sent by his unit to intern at the Moscow Stalin Automobile Plant in the Soviet Union, returning to China in 1956. During this time, the KGB dispatched a young Soviet female agent named Klava to establish contact with him, compelling Jiang to join the KGB Far East Bureau, where he was tasked with gathering intelligence from the mainland.
Wang Jizhou, a self-media commentator, disclosed: "Zeng Wei, the son of Zeng Qinghong, is recruiting forces and making preparations in Australia to return to the mainland for a comeback." Initially, this news seemed far-fetched, but if Ding Xuexiang is indeed aligned with the Jiang faction, representing the Shanghai clique, then it is only natural for Zeng Qinghong, a loyal supporter of Jiang Zemin, to regain influence. The perceived internal anti-Xi forces within the Communist Party of China (CPC) may be attributed to the Shanghai clique. Many overseas commentators believe that the anti-corruption campaign targeting the Shanghai faction represented by Jiang and Zeng since Xi Jinping took office now appears to have reached a compromise.
Li Shulei: The current Minister of Propaganda, Li Shulei, has been positioned as the successor to Zhao Leji, the Chairman of the National People's Congress (NPC). Jiang Wangzheng explained that Li is a key assistant to Xi Jinping at the Central Party School, and the NPC has the power to balance the General Secretary. According to the CPC's constitutional provisions, the President must be elected by the NPC and can also be removed by it. Li Shulei's resume indicates that he is known as the "Beida Genius" and excels in party history research and education. Both Li Shulei and Wang Huning serve at the Central Party School, and analysis of their resumes suggests that Li Shulei is considered Wang Huning's successor in the ideological framework, with Wang Huning also being part of the Jiang-Zeng faction.
Chen Min'er: Jiang Wangzheng previously remarked that "the former Minister of the Publicity Department and current Secretary of the Guangdong Provincial Committee, Huang Kunming, is the 'most knowledgeable' about Xi Jinping, Cai Qi is the 'most comfortable' in serving Xi Jinping, and Chen Min'er is the 'most adept at generating profits' for Xi Jinping." He also clarified why Shi Yongxin was brought to Tianjin for questioning: it was due to the Xi family's interest in Shi Yongxin's overseas assets. Notably, Fang Hongwei, the Secretary of the Xi'an Municipal Party Committee, was also taken to Tianjin for trial. Jiang Wangzheng indicated that the purpose of this action is to ensure controllable outcomes, suggesting that there is no doubt that Chen Min'er acts as Xi Jinping's representative.
Huang Kunming, who is considered to have the best understanding of Xi Jinping, has not been included in the Standing Committee. Born in November 1956, Huang Kunming currently serves as the Secretary of the Guangdong Provincial Committee, and he may have missed his opportunity to join the Standing Committee due to his age.
Guangdong was historically the stronghold of the Ye Jianying family. Ye Jianying's eldest son, Ye Xuanping, held the position of Governor of Guangdong for many years, and he personally selected both provincial secretaries. Ye Xuaning emerged as a key figure among the Red Second Generation due to his control over the Ministry of Foreign Liaison (the Third Department) and the CCP's military espionage agency, to the point where even Jiang Zemin held him in fear. After Xi Jinping assumed power, Ye Xuaning transferred control of the Ministry of Foreign Liaison to him, along with a list of over 3,000 overseas undercover agents and details regarding the overseas assets of senior CCP officials. This transfer enabled Xi Jinping to establish a foothold within the military.
Zeng Qinghong became one of the most powerful figures in the Chinese Communist Party by inheriting the internal spy network established by Zhou Enlai. The self-media outlet 'Ren Da Bao Wang Chao' reported: 'Current Minister of State Security Chen Yixin has a close relationship with Zhao Yifang from Huace Film and Television. The major capital companies that start with 'Hua' and 'An are all part of the State Security system, effectively serving as Zeng's family’s proxies. Thus, Chen Yixin may be considered one of Zeng Qinghong's proxies.'
Yuan Jiajun: The current Chongqing Party Secretary, Yuan Jiajun, may have succeeded Cai Qi as Secretary of the Secretariat for two possible reasons. First, he once served in Zhejiang, and Jiang Wangzheng has analysed that Yuan acts as Xi Jinping’s proxy. Second, he is a technocrat from the aerospace sector. Public records show that during the tenure of Ma Xingrui — the former Xinjiang Party Secretary — as General Manager of China Aerospace Science and Technology Corporation, he promoted a number of technical officials, including Yuan Jiajun. According to Jiang Wangzheng and the independent media outlet Youliao’s leaked analysis, “Ma Xingrui calls Peng Liyuan ‘Big Sister,’ and Ma’s wife, Rong Li, is Peng Liyuan’s close friend.” Therefore, Yuan Jiajun should be considered a proxy for Peng Liyuan.
Liu Guozhong and Yin Li: Liu, as a proxy for Xi Yuanping, and Yin Li, as a proxy for Peng Liyuan, will compete for the position of First Vice Premier.
Jiang Wangzheng previously revealed that Yao Lijun, the propaganda chief of Xi’an, distributed profits according to a “60%, 20%, 20%” split. This detail has been viewed by outside observers as a glimpse into how the CCP elite—particularly Xi Jinping’s family—exercise real control over local power operations. Although the powerful figures do not directly intervene, they maintain covert political and economic control by determining the profit-sharing ratios and selecting their proxies. Meanwhile, intelligence organs such as the state security system and the military’s political liaison departments play key roles in ensuring that agents at all levels remain absolutely obedient, thereby preserving the stability and secrecy of the power structure.
Jiang Wangzheng stated that he angered Xi Jinping by exposing the incident involving Xi'an Municipal Party Secretary Fang Hongwei, prompting Xi to assign Public Security Minister Wang Xiaohong to specifically handle Jiang's case. Wang Xiaohong received 15 million yuan in funding from Wuxi to oversee this matter. Initially, overseas media questioned the authenticity of the revelations; however, if the Chinese Communist Party (CCP) authorities were to persecute Jiang Wangzheng, it would validate the significance of his disclosures. The Jiang and Zeng factions have been leveraging overseas media to generate public opinion against Xi, and Xi Jinping's defeat at the Shanghai faction is attributed to his simplistic and heavy-handed approach.
Jiang Wangzheng explained that the inconsistencies in the authenticity of some of his revelations stem from certain content touching on sensitive interests of the authorities, who do not wish for events to unfold as described in the disclosures. Recently, he revealed that the CCP conducted an overnight investigation into Hu Jintao's son, Hu Haifeng, who may succeed Fang Hongwei as the Xi'an Municipal Party Secretary. However, Zhao Yide does not want Hu Haifeng to enter Shaanxi, as he has other candidates in mind.
In summary, Li Qiang and Chen Min'er are aligned with Xi, while Ding Xuexiang and Li Shulei belong to the Jiang-Zeng faction. Yuan Jiajun represents Peng Liyuan, and Liu Guozhong represents Xi Yuanping and Peng Liyuan's faction, while the status of Yin Li in the Standing Committee remains uncertain. This suggests that the Jiang-Zeng faction has not been eradicated, while the Tuan faction has indeed vanished.
It remains unclear whether this list is genuine or fabricated; it could also be a strategic leak by the Xi family to mitigate the internal party turmoil triggered by the Fang Hongwei incident. However, it is certain that after the Fourth Plenary Session, personnel issues remain unresolved, and the struggle for power in the future will intensify. One of the core tenets of the CCP is 'struggle,' and a fight that has abandoned its bottom line and lost its moral foundation will inevitably lead to its downfall.
