Jiang Zemin’s Biggest Accomplice in Persecuting Falun Gong, Zeng Qinghong (Dajiyuan composite image)
[People News] Zeng Qinghong is the most important accomplice of Jiang Zemin, the chief culprit in the Chinese Communist Party’s (CCP) persecution of Falun Gong. During Jiang Zemin’s tenure in power or as the “emperor behind the throne,” Zeng Qinghong was promoted and heavily relied upon by Jiang, successively serving as Deputy Director and Director of the Central Office, Alternate Member of the CCP Politburo, Minister of the Central Organization Department, Member of the CCP Politburo Standing Committee, Secretary of the Central Secretariat, President of the Central Party School, Head of the CCP Hong Kong and Macao Work Leading Group, and Vice President of the State. At the top levels of the CCP, a political faction headed by Jiang and Zeng was formed—the Jiang faction; after the CCP began persecuting Falun Gong, a “blood debt gang” persecuting Falun Gong headed by Jiang and Zeng was formed.
As the second-in-command of the Jiang faction, Zeng Qinghong fully utilized his “Princeling” status and his special relationship with Jiang Zemin to form a complex network of relationships at the top levels of the CCP: he alone spanned eight major factions, including the Jiang faction, the Red Second Generation, the Shanghai Gang, the Jiangxi Gang, the Oil Gang, the Hong Kong-Macao Gang, the National Security Gang, and the Foreign Propaganda Gang.
After Xi Jinping came to power in 2012, although the forces of Jiang and Zeng suffered heavy blows in Xi’s anti-corruption campaign, Xi captured the thieves but not the king. Xi showed leniency to Jiang and Zeng, allowing a group of their important cronies to be preserved.
Now, Jiang Zemin is dead, and Zeng Qinghong has become the overall leader of the CCP’s Jiang faction and the overall leader of the CCP’s “blood debt gang.”
The thing Zeng Qinghong fears most is that the “blood debt gang” headed by Jiang and Zeng will face reckoning. This is the most important reason why he spares no effort to keep the CCP’s persecution machine against Falun Gong running, tries hard to make.people forget the countless blood debts he has incurred, and attempts to dominate changes in the CCP’s political situation from behind the scenes.
However, Falun Gong practitioners worldwide have never forgotten the heinous crimes Zeng Qinghong committed by aiding and abetting tyranny. No matter what methods Zeng Qinghong uses to avoid the arrival of a great reckoning, Heaven will surely settle both new and old accounts with him.
First, Zeng Qinghong directly participated in the persecution of Falun Gong.
After Jiang Zemin launched the persecution of Falun Gong, Zeng Qinghong, in many meetings such as the Central Organization Department’s central group meeting, the National Organization Work Conference, and the National Rural Ideological Study and Education Conference, repeatedly incited party committees and organization departments at all levels to participate in the struggle against Falun Gong.
On July 23, 1999, the third day after Jiang Zemin launched the persecution of Falun Gong, Zeng Qinghong, in the Central Organization Department he controlled, spoke to a *People’s Daily* reporter in his capacity as the person in charge, demanding that the entire party participate in the persecution of Falun Gong.
From January 27 to February 1, 2001, Zeng Qinghong used the CCP’s self-directed “Tiananmen Self-Immolation Hoax” to wildly slander, defame, and attack Falun Gong in Jiangsu, Hunan, and other places, explicitly instructing that cracking down on Falun Gong “be treated as an important task to be grasped tightly and well, with no ambiguity or politeness allowed.”
From January 17 to 23, 2001, Zeng Qinghong and Luo Gan went to Hunan Province to oversee the persecution of Falun Gong. In just six days, more than 1,600 Falun Gong practitioners were carpet-arrested in Hengyang city alone.
At the end of April 2001, Zeng Qinghong arrived in Hefei City, and immediately afterward, a series of frenzied arrests of Falun Gong practitioners occurred across Anhui Province on April 29 and 30.
On February 26, 2001, the Central Organization Department, Central Propaganda Department, Central Political and Legal Affairs Commission, Ministry of Public Security, and 610 Office jointly held a report meeting in Beijing on the struggle against “Falun Gong,” commending advanced collectives and individuals in the struggle against “Falun Gong.”
Most of these so-called “advanced units” and “advanced individuals” committed violent acts of torturing Falun Gong practitioners, causing injury, disability, insanity, or death.
Second, Zeng Qinghong promoted and heavily relied on a large group of high officials who persecuted Falun Gong.
When Jiang Zemin launched the persecution of Falun Gong, Zeng Qinghong was the Minister of the Central Organization Department. From July 1999 to October 2002, in three years, Zeng Qinghong promoted and heavily relied on a group of seriously corrupt elements who persecuted Falun Gong.
From October 2002 to October 2007, Zeng Qinghong was the CCP Politburo Standing Committee member in charge of the Central Organization Department. In these five years, Zeng Qinghong again promoted and heavily relied on a group of seriously corrupt elements who persecuted Falun Gong.
From October 2007 to 2012, although Zeng Qinghong retired, he still manipulated the Central Organization Department behind the scenes and again promoted and heavily relied on a group of seriously corrupt elements who persecuted Falun Gong.
These included: former CCP Politburo Standing Committee member and Secretary of the Central Political and Legal Affairs Commission Zhou Yongkang, former CCP Politburo member and Chongqing Municipal Party Secretary Bo Xilai, former Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference Su Rong, former Secretary-General of the Central Political and Legal Affairs Commission Zhou Benshun, former Director of the Central 610 Office Li Dongsheng, former Secretary of the Political and Legal Affairs Commissions of Hainan, Chongqing, and Guangdong Zhu Mingguo, former Deputy Minister of State Security Ma Jian, former Minister of Justice Wu Aiying, former Tianjin Public Security Bureau Director Wu Changshun, former Secretary of the Shaanxi Provincial Political and Legal Affairs Commission, Governor, and Provincial Party Secretary Zhao Zhengyong, former Nanjing Municipal Party Secretary Ji Jianye, former Inner Mongolia Public Security Department Director Zhao Liping, former Hebei Provincial Political and Legal Affairs Commission Secretary Zhang Yue, and others.
These seriously corrupt elements were all key members of the “blood debt gang” headed by Jiang and Zeng. They bore inescapable major leadership and legal responsibility for the countless Falun Gong practitioners who were persecuted, causing injury, disability, death, death, and even live organ harvesting, broken families, and ruined homes.
Third, Zeng Qinghong is the behind-the-scenes mastermind of the large-scale live organ harvesting from Falun Gong practitioners.
In order to force Falun Gong practitioners to give up their belief in “Truthfulness, Compassion, Forbearance,” the CCP used over a hundred kinds of torture, the most evil of which was the large-scale live organ harvesting from Falun Gong practitioners.
Since the CCP’s crime of live organ harvesting from Falun Gong practitioners was first exposed abroad in 2006, many overseas experts, scholars, doctors, lawyers, journalists, the WOIPFG (World Organization to Investigate the Persecution of Falun Gong), Doctors Against Forced Organ Harvesting, the China Tribunal in London, and others have conducted extensive independent investigations, proving that the CCP’s large-scale live organ harvesting from Falun Gong practitioners is an objective fact.
On June 22, 2016, former Canadian Secretary of State for Asia-Pacific David Kilgour, international human rights lawyer David Matas, and American independent investigative journalist Ethan Gutmann jointly released a 680-page investigative report titled *Bloody Harvest/Slaughter: An Update* at the National Press Club in the United States.
Their conclusion was: the number of organ transplant surgeries in China is approximately 60,000 to 100,000 per year; from 2000 to 2016, it may have reached as high as 1.5 million; the main source of these organs is likely Falun Gong practitioners.
Matas said: “The more than 2,200 footnotes in our report all come from CCP data.”
This is another massacre that transcends the bottom line of human morality and law after the Nazis’ massacre of Jews in the 1930s.
U.S.-based scholar He Qinglian once wrote: “Zeng Qinghong happened to serve as the actual person in charge of the Central Secretariat from September 1997 to October 2007. During the 15th National Congress, the Central Secretariat had great power, with the Central Organization Department, Central Propaganda Department, United Front Work Department, Central Political and Legal Affairs Commission, and Central Foreign Liaison Department all under its jurisdiction.”
“Bo (Xilai) was first involved in the trade of corpses of executed prisoners, and Zhou (Yongkang) later became the starting point of the interest chain in the trade of organs from executed prisoners. If there is a common thread behind it, it is that Zeng Qinghong was in charge of the Political and Legal Affairs Commission when he was the Secretary of the Central Secretariat. The trade of organs and corpses of executed prisoners as commodities, forming a huge interest chain, is both a shame and pain for the Chinese people, and even more a shame for the Chinese government that approved this trade, allowed this commercial activity to exist, and profited from it. It is not only criticized in the international community but also hated by the Chinese people.”
Fourth, Zeng Qinghong is the behind-the-scenes mastermind of the transnational suppression of Falun Gong.
It is well known that Zeng Qinghong is the head of the CCP’s secret agents. During his tenure as Minister of the Central Organization Department and as the CCP Politburo Standing Committee member in charge of the Central Organization Department, he promoted and heavily relied on a group of high officials who, in Beijing, Hong Kong, the Americas, Europe, Asia, Australia, and Africa, manipulated the CCP’s overseas secret agent network from the aspects of national security, public security, foreign propaganda, and united front work to implement transnational suppression of Falun Gong.
On the evening of June 28, 2004, during Zeng Qinghong’s visit to South Africa, nine Australian Falun Gong practitioners were driving to Pretoria, the capital of South Africa, to peacefully protest Zeng Qinghong’s persecution of Falun Gong when they were shot. The Falun Gong practitioner David Liang, who was driving, was hit in both feet, with one heel suffering a comminuted fracture, nearly resulting in a tragedy of the car being destroyed and people killed.
David Liang had never been to South Africa before and had no grievances or enmities with South Africans. The gunman was sitting in a speeding car and fired at Liang’s car and person while Liang’s car was traveling at a high speed of 120 kilometers per hour. His front tire was blown out, and both his feet were injured.
This was a premeditated assassination carried out by hiring professional killers and was the most serious persecution incident suffered by overseas Falun Gong practitioners since Jiang Zemin launched the persecution of Falun Gong.
A Falun Gong practitioner who witnessed the entire incident said: “This is not an ordinary black-gun incident; it is Zeng Qinghong hiring murderers to kill, engaging in hooligan terrorist behavior overseas, extending the torture and killing of Falun Gong in China to overseas.”
Fifth, The Zeng Qinghong family is one of the most corrupt families in the CCP.
In the first five years of Xi’s term, 440 high officials at the vice-provincial and ministerial level or above, as well as other centrally managed cadres, were investigated and punished. Most of them were promoted and heavily relied upon by Jiang Zemin and Zeng Qinghong.
Looking at the list of Xi’s anti-corruption campaign, it can be fully said that Jiang and Zeng were the overall backers of the most serious corrupt elements at the highest levels of the CCP at that time; and the two families of Jiang and Zeng were also the most corrupt families in the CCP.
The mainland *Caijing* magazine once published an in-depth investigative report titled *Whose Luneng*, exposing that Luneng Group, Shandong’s largest state-owned enterprise with assets worth 73.8 billion yuan, was acquired by a private enterprise in 2006 for only 3.73 billion yuan. This acquisition case led to the private swallowing of 70 billion yuan in state assets.
Investigations by overseas media showed that the several companies that acquired Luneng were all under the name of Xiao Jianhua, the head of the Tomorrow Group. Xiao Jianhua was pointed out to be the front-stage operator of this acquisition case, while the actual acquirer was Zeng Wei, the son of Zeng Qinghong, who was then a CCP Politburo Standing Committee member and Vice President of the State.
On March 7, 2008, Zeng Wei and his wife spent 32.4 million Australian dollars (about 250 million RMB) to purchase a super-luxury mansion in the most expensive Piper Point luxury area in Sydney, directly facing the Sydney Opera House and Sydney Harbour Bridge, covering an area of 1,100 square meters. At the time, it was the third most expensive property in Australian real estate transaction history. Mansion address: 73-75 Wolseley Road, Point Piper, NSW 2027. The transaction was completed without a loan or installment payments, but with a one-time full payment.
Afterward, Zeng Wei and his wife decided to spend another 5 million Australian dollars (about 38 million RMB) to demolish and rebuild the mansion. They applied three times to the Woollahra City Council, but because it involved excavating 2,600 cubic meters of earth and stone, violating building codes, they were rejected three times. It was not until before Christmas 2010 that the reconstruction was finally approved.
Zeng Wei’s lavish spending in Australia was extensively reported by foreign media such as the *Sydney Morning Herald*.

Conclusion
Because of his persecution of Falun Gong, Zeng Qinghong has long been listed as a target for investigation by the “World Organization to Investigate the Persecution of Falun Gong.”
Zeng Qinghong has also been sued by Falun Gong practitioners for persecuting Falun Gong to Beijing’s Supreme People’s Procuratorate, Peru’s Supreme Court, the United Nations Committee Against Torture, the United Nations Human Rights Commission, the International Criminal Court, and others.
No matter how cunning, insidious, or vicious Zeng Qinghong is, he can dodge the first day but not the fifteenth. In the end, he will absolutely have no good outcome—either human justice or heavenly punishment.
