During the National People's Congress (NPC) session, Xi Jinping summoned Zhao Leji to his office and forcibly demanded that he secretly pass a special wartime law against Taiwan. After reviewing the contents, Zhao refused to comply for several reasons: 1. The Standing Committee had not formally proposed the motion, so he could not execute it. 2. Such a major decision, if made without consulting senior political elders, would be disastrous. He did not want to be a historical criminal. 3. Every signatory was required to maintain absolute secrecy, and any leaks would be punishable under military law. This essentially meant the country would enter a wartime state immediately, a responsibility Zhao was unwilling to bear.
Unable to comply, Zhao excused himself from the last two days of the NPC meetings, citing a respiratory infection.
Attentive observers noticed Xi Jinping’s unusual hand movements on stage, a sign of his inner turmoil after Zhao refused to cooperate. Without NPC approval, Xi would have to bear full responsibility for initiating a war against Taiwan, and the move would lack legal legitimacy, making implementation difficult.
Following the Beidaihe meeting’s "eight-point consensus" among senior political elders, Xi’s absolute power was curtailed. The military was instructed to remain loyal to the Party and the country—not to Xi alone. Zhang Youxia was appointed both to support Xi (as a trusted general) and to monitor him, ensuring he could not unilaterally start a war with catastrophic consequences.
Zhao informed senior political figures such as Song Ping, Zeng Qinghong, and Wen Jiabao of Xi’s actions. They were shocked and, through internal channels, expressed concern. The prevailing consensus was that war should not be waged recklessly, especially since Taiwan had not declared independence.
After recovering from his recent health issues, Xi abandoned the restraint he had shown following the Beidaihe meeting. He once again ordered Cai Qi to bolster his personal image. Senior leaders, including Zhao and the Standing Committee, understood that Xi remained in power only because no one wanted to take responsibility for his removal. The political elders and top leadership allowed him to finish his last term but were wary of his continued efforts to centralize power and pursue his "unification dream." Xi’s 2018 constitutional amendment aimed to unify Taiwan by 2027, coinciding with the 100th anniversary of the PLA’s founding. That amendment, passed through an ambush-style proposal within the Standing Committee, forced officials to raise their hands in approval, making it an unconstitutional maneuver to secure his indefinite rule.
This time, Xi bypassed the Standing Committee entirely. Why? Because he knew they would never approve his war proposal. Even Zhang Youxia was unaware of its origins, suggesting that a small inner circle around Xi was secretly orchestrating this plan.
Xi’s Special Wartime Proposal
The U.S. and Western countries are preoccupied with the Russia-Ukraine war, making it the best opportunity to "liberate" Taiwan. Since they have not militarily intervened in Ukraine, they are unlikely to defend Taiwan.
A full-scale surprise attack—airborne and amphibious—would create a fait accompli.
Russia’s partial occupation of Ukraine sets a precedent. Since Putin will not withdraw, this legitimizes China’s potential occupation of Taiwan under the "Xi-Putin consensus."
If the U.S. and Europe continue depleting their military resources in Ukraine, it further strengthens China's window for action.
The NPC would secretly pass Xi’s special wartime proposal, making the war legally binding, forcing the Standing Committee’s cooperation. War mobilization and military preparations would proceed under the guise of routine exercises, ensuring that the U.S. has no time to intervene.
Xi and his military advisors believe that as long as the U.S. does not intervene within a week, Taiwan’s occupation will be irreversible. Their confidence stems from: China’s naval shipbuilding surpassing the U.S. Drones proving highly effective in Ukraine, allowing for mass production and deployment. China’s anticipated control of air and sea superiority.
The war proposal required Zhao Leji’s secret approval through the NPC Standing Committee. Unexpectedly, Zhao outright refused, dealing a severe blow to Xi both mentally and politically. How the CCP leadership will react to Xi’s reckless actions remains to be seen.
Warning: The Threat Remains. This does not mean Xi has abandoned the idea of a lightning war against Taiwan. Zhao Leji’s refusal does not guarantee that Xi won’t find another way to push it through. This remains a serious risk.

"Chairman Zhao Leji is absent due to a respiratory infection and has requested leave for this afternoon’s session. As entrusted by the conference presidium, I will preside over today’s meeting."
