On August 20, South Korean media revealed that President Lee Jae-myung will not be attending the parade. Additionally, EU envoys in China are likely to boycott the event due to the presence of Putin.
According to a report by the Chosun Ilbo on August 20, that afternoon, Chinese Ambassador to South Korea Dai Bing officially conveyed an invitation for South Korea to participate in the activities commemorating the Anti-Japanese War during a meeting with South Korean National Assembly Speaker Yoo Won-sik.
The report indicated that Yoo Won-sik plans to form a 'delegation' comprising members from both the ruling and opposition parties to attend the event. The Chinese side had previously inquired about Lee Jae-myung's potential attendance. In response, a presidential office official remarked: 'With Speaker Yoo Won-sik attending, it is essentially confirmed that President Lee Jae-myung will be absent.'
As early as the beginning of July, there were reports that Beijing had invited Lee Jae-myung to the September 3 military parade, but the South Korean side had not provided a definitive response.
Furthermore, the Hong Kong South China Morning Post previously cited informed sources stating that European diplomatic envoys in Beijing are deliberating whether to boycott the parade, as Putin's attendance has caused significant concern due to Russia's ongoing military actions in Ukraine. Some diplomats are uncomfortable with the idea of 'sharing the stage with the invading forces in Ukraine.'
Sources indicate that the European Union has not yet provided binding instructions on whether to attend the military parade, allowing each country's embassy to make its own decision. Some diplomats have already opted out, while others plan to go abroad for 'vacation' at the same time. Additionally, it has been reported that the head of the EU delegation to China, 豪爾赫·托萊多 (Jorge Toledo), will not be attending.
Some European diplomats believe that if ambassadors from various European nations coordinate to collectively abstain from the event, it would send a message of 'unity and strong support for Ukraine' to both Beijing and Moscow.
Reports suggest that during the 2015 military parade in Beijing, the then-presidents of the Czech Republic and Serbia, the then-prime ministers of the UK and Germany, as well as the foreign ministers of France, Hungary, and Italy, were invited. However, this year, very few European leaders have confirmed their attendance.
The report also mentions leaders who are 'expected' or 'likely' to attend the military parade, including those from Southeast Asian nations such as Indonesia, Malaysia, Vietnam, Cambodia, Laos, and Myanmar. Specifically, the leaders of Indonesia and Malaysia are 'likely' to attend, while Vietnam may send its second-in-command or an envoy. The leaders of Cambodia, Laos, and Myanmar are expected to first attend the Shanghai Cooperation Organisation summit in Tianjin before proceeding to Beijing.
Confirmed attendees for the Beijing military parade include Russian President Putin, Slovak Prime Minister Heger, and Serbian President Vucic. Belarusian President Lukashenko, who has historically maintained strong ties with the Communist Party, is also anticipated to be present.
On the afternoon of August 20, during a regular press conference at the Ministry of Foreign Affairs of the Communist Party of China, a foreign journalist inquired about the military parade scheduled for next month, specifically asking if China could provide details regarding the attendance of foreign military forces or foreign leaders.
Spokesperson Mao Ning responded, "We will release information in due course."
