Chinese physician Zheng Zhi (who interned in urology at the Shenyang Army General Hospital in 1994) revealed to overseas media that as early as the late 1990s, premature newborns began being targeted for organ transplants to meet the life-extending needs of high-ranking officials. The pediatric department of a military hospital in Shenyang removed infant livers and transplanted them to city and prefecture-level officials. Zheng Zhi also claimed that tissue fluid from the infant livers was extracted with a large syringe, processed outside the body, and then injected into the recipient's liver to "activate function and prolong life."

In 2005, Zheng Zhi heard from a close confidant of a political figure in Beijing that the underground cellar behind the Hubei Public Security Bureau (Wuhan) was filled with Falun Gong practitioners (including children) and used as an organ bank.

International Coalition to Investigate the Persecution of Falun Gong (WOIPFG) has pointed out that Chinese military hospitals are involved in infant organ transplants. On December 25, 2012, a kidney transplant team at Shanghai Changzheng Hospital successfully transplanted a pair of kidneys from a 40-day-old infant to adult patient Sun Yan, making the infant one of the youngest organ donors in China. The Organ Transplant Center of Shanghai Changzheng Hospital is the first organ transplant research institution in the Chinese military. Zeng Li, director of the organ transplant center, stated, "Through technological breakthroughs, we have made infant organs clinically valuable... Currently, we are the only one in the country that can perform this procedure, and patients in need have no choice but to register and wait in line with us."

Why has infant organ transplantation grown so rapidly?

A leaked advertisement clip from the 301 Hospital in 2019 claimed the "981 Leaders' Health Project" could extend life expectancy to 150 years. This project, which began in 2005, targets infants and young children as organ sources to reduce the risk of rejection and avoid immunosuppressants, also aligning with the goal of prolonging life.

Third, the involvement of military hospitals promotes infant organ transplants. A deputy director and expert physician from a Chinese military hospital revealed to the International Coalition to Investigate the Persecution of Falun Gong (WOIPFG) that he had attended a "baby organ seminar," which was actually a black market organ promotion event organized by the Chinese military to establish cross-hospital collaboration channels and promote supply and demand networks. This industry is directly controlled by the families of high-ranking officials in Zhongnanhai.

WOIPFG also discovered that several transplant doctors suspected of live organ harvesting held senior positions within the Central Health Commission, and their hospitals all performed astonishing volumes of pediatric transplants. For example, Shen Zhongyang, director of the Organ Transplant Center at Tianjin First Central Hospital, director of the Organ Transplant Research Institute at the Armed Police General Hospital, and chief organ transplant expert at the Central Health Commission's core group, had performed nearly 10,000 liver transplants by the end of 2014. In 2018, Assistant Director Shen Zhongyang admitted to using Falun Gong donors during a telephone interview with WOIPFG.

Gao Wei, director of the Pediatric Organ Transplantation Department at the Organ Transplant Center of Tianjin First Central Hospital, has performed over 2,000 pediatric liver transplants since 2013.

How to Obtain Infant Donors

"Targeted Cultivation" of Infants: According to WOIPFG's undercover sources within the CCP, women (including suspected Falun Gong practitioners) are illegally arrested or bribed to produce multiple pregnancies annually specifically for transplantation. Sperm from the recipient's family members is artificially inseminated to create babies related to the recipient to ensure a successful match. To speed up the organ supply, many infants are forced into premature births and become surgical candidates.

"Extreme" Research: Using young, low-birthweight premature infants as donors to accelerate organ supply. For example, on February 27, 2023, Renji Hospital and Shanghai Children's Medical Center reported surpassing the donor age and weight limits, completing two kidney transplants involving premature infants weighing less than 1.2 kg, and transplanting kidneys from one- and three-day-old infants into adults. Clinical observations indicate that the function of the donor kidneys in newborns recovers slowly, but the patients have significant growth potential.

Shanghai Renji Hospital claims to be "the world's number one in annual pediatric liver transplants," with a cumulative total of over 3,000 cases.

Overseas surrogacy and baby trafficking: The International Coalition to Investigate the Persecution of Falun Gong (WOIPFG) points out that the CCP's export of organ transplant technology to developing countries fosters illegal organ trafficking there. Thai media reports indicate that human trafficking rings are engaging in forced surrogacy, egg retrieval, and IVF production, which are then resold to third countries.

Another recent example is the case of 21 infants and young children in Southern California. In July 2025, pro-communist overseas Chinese leaders Xuan Guojun and Zhang Siwei were implicated in a surrogacy and child abuse case in Arcadia, a suburb of Los Angeles. 21 children (mostly infants) were kept in a luxury home, many of them born to surrogate mothers. Police and the FBI are investigating possible "trafficking of babies for profit" and their involvement in cross-border transportation to China.

The World Organization to Investigate the Persecution of Falun Gong (WOIPFG) believes that the use of infants as organ donors, and the resulting surgeries used by high-ranking Chinese Communist Party officials in their quest for "life extension," not only violate medical ethics but also pose a serious challenge to the foundations of human civilization.

The organization calls on the international community to conduct an independent investigation, establish a transnational ethical review and legal accountability mechanism, collect evidence and impose sanctions on implicated entities and individuals, protect whistleblowers and the families of victims, and require the institutions and research institutes involved to disclose the sources of donors and ethical reviews.
