According to an Epoch Times report, the new U.S. National Defense Authorization Act (NDAA) requires the Director of National Intelligence to disclose the wealth of top CCP leaders, triggering heated discussion online. On the 19th, the CCP Ministry of Foreign Affairs claimed that the bill contains “negative provisions” involving China, and warned that if the U.S. implements it, the CCP will retaliate.
On the 18th, U.S. President Trump (Donald Trump) signed the Fiscal Year 2026 National Defense Authorization Act, which had been passed by both the Senate and the House of Representatives, formally authorizing a total of $901 billion for military and national security programs. The White House stated that this annual bill will advance the president’s national security strategy of “peace through strength” and strengthen U.S. homeland defense and the defense industrial base.
Notably, this new version of the bill requires the U.S. Director of National Intelligence to publish on a website and submit to relevant congressional committees a report on the wealth of the Chinese Communist Party leadership. The report must include assessments of personal wealth, financial assets, and commercial interests. The subjects covered include the CCP general secretary, members of the CCP Politburo Standing Committee, and Politburo members.
The NDAA also focuses on countering CCP threats, ensuring the success of Indo-Pacific missions, and supporting Indo-Pacific allies and partners. It further requires strengthening Taiwan’s defense and incorporates the Taiwan Non-Discrimination Act, supporting Taiwan’s participation in the International Monetary Fund (IMF).
Previously, news that the U.S. Director of National Intelligence would be required to disclose the wealth of top CCP officials had already exploded on the X platform, with netizens posting comments such as:

Veteran commentator Tang Hao said on the program Crossroads that, according to the NDAA, the assets of CCP senior officials to be investigated include “entities and financial assets directly or indirectly owned or controlled by them,” real estate they hold in mainland China, Hong Kong, and Macau, overseas real estate, any high-value personal assets, as well as their business shareholdings, investments, and financial accounts outside China. The bill also requires the ability to identify “financial agents, business partners, or other entities used to conceal the ownership of such wealth and assets,” meaning it aims to uncover the CCP officials’ “white gloves” or “proxies.”
Tang Hao noted that most of the content of this report does not need to be classified and can be made public. CCP leaders are beginning to feel a chill down their spines. The United States has introduced such legislation because the cross-border transfer of wealth by CCP officials involves illegal money laundering and various financial crimes that affect the U.S. financial order. In addition, the U.S. needs this as leverage to deter the CCP from using force against Taiwan. Authoritatively disclosing CCP corruption can also serve as a warning to the Chinese people, cut off the path for Communist Party members to emigrate, and block corrupt officials’ overseas escape routes.
Major democratic countries around the world all have laws requiring senior officials to disclose their personal assets, but the CCP has never disclosed officials’ assets.
On this point, Tang Hao said that the CCP dares not disclose the assets of senior officials for three reasons: first, revealing the enormous wealth would trigger large-scale popular resentment and suspicion toward the Party, shaking its rule; second, disclosure of officials’ personal wealth would easily become leverage for political rivals; and third, the CCP does not want foreign countries to see personal information about its top leadership.
