Top-Down: CCP Escalates Transnational Suppression of Falun Gong and Shen Yun

[People News] The CCP’s continually escalating transnational suppression campaign against overseas Falun Gong practitioners and their affiliated groups originates directly from orders issued by top CCP leader Xi Jinping.

According to a report by Dajiyuan journalist Xia Li, under Xi’s directive, the CCP has launched a top-to-bottom, fully coordinated new campaign targeting Falun Gong and Shen Yun Performing Arts, with the goal of eradicating Falun Gong worldwide, especially in the United States.

Several U.S. officials and experts told The Dajiyuan that the CCP’s suppression of Falun Gong and Shen Yun on U.S. soil seriously violates America’s national sovereignty, national security, and fundamental freedoms, calling it an act of transnational terrorism that must be stopped.

Xi Jinping Orders New Strategy of Overseas Suppression Against Falun Gong

At the congressional forum on Capitol Hill organised by The Dajiyuan regarding CCP transnational repression, prominent legal scholar and former Peking University law professor Yuan Hongbing said:
“In an expanded meeting of the CCP’s Central Political and Legal Affairs Commission held before the CCP’s 20th National Congress in 2022, Xi Jinping proposed a new grand strategy to suppress Falun Gong abroad. According to conscientious insiders within the CCP system, Xi’s strategy can be summarised as ‘one centre, two basic points.’

‘One centre’ means targeting the founder of Falun Gong with character assassination and moral destruction… In Xi’s words: ‘Carry out a spiritual beheading campaign against Falun Gong in order to destroy the foundation of its existence.’

‘Two basic points’ are to wage a media war (public opinion warfare) and a legal war.”

Yuan explained: “The CCP regime’s primary way of infiltrating mainstream Western media is by exploiting human weakness and greed — using money, sex, or promises of economic and political benefits — to induce these so-called mainstream outlets to publish articles written by CCP agents or mouthpieces that smear and defame Falun Gong.”

“The so-called ‘legal war’ refers to abusing the Western judicial system by maliciously filing lawsuits against the founder of Falun Gong, Shen Yun Performing Arts, and other Falun Gong-founded cultural institutions and media outlets. They rely on false accusations and lies, engaging in frivolous and vexatious litigation, attempting through these processes to ruin Falun Gong’s reputation and destroy its moral image. They drag out lawsuits as long as possible, consuming the victims’ time, energy, and financial resources.”

He added that the persecution abroad is “primarily coordinated through the Ministry of State Security” and that these media and legal campaigns “are essentially following the words of MSS Minister Chen Yixin — ‘We must use the so-called freedom, democracy, and rule of law of Western countries to attack and punish Falun Gong. This is our (the CCP’s) highest strategy.’”

Yuan revealed that the information he received in September 2024 about these internal meetings came through multiple Party channels. Many of the thousands of students he taught at Peking University and Guizhou Normal University hold senior positions in the CCP’s public security, procuratorate, and court system. Many are dissatisfied with Party policy and passed this information through secure channels.

CCP Public Security Meeting: Forcing the U.S. Government to Eradicate ‘Falun Gong’

In June 2024, two insiders within China’s security apparatus who sympathise with Falun Gong shared internal meeting minutes with the Falun Dafa Information Centre, exposing the background of this wave of attacks.

The Falun Dafa Information Center reported: “The Ministry of Public Security (MPS) meeting required all provincial governments to provide resources to fully support (naming social media influencers targeting Falun Gong and Shen Yun) in waging battles… supplying all negative information on Falun Gong collected internally by the public security system,” and instructed that when necessary, “agents embedded inside Falun Gong groups” should be activated to intensify internal conflict.

Shen Yun Performing Arts, founded in New York in 2006, is dedicated to reviving traditional Chinese culture and “showing China before communism.” Shen Yun tours globally every year, bringing authentic, pure, and uplifting performances to millions, something that terrifies the CCP.

According to the MPS meeting minutes, the CCP intended to mobilize undercover operatives to manufacture and escalate internal divisions within Falun Gong, and to expand the reach, intensity, and coverage of “influencers” attacking Falun Gong and Shen Yun — in order to draw sustained attention from U.S. society and ultimately pressure the U.S. government to take comprehensive action to eradicate “Falun Gong.”

CCP ‘China Reform and Development Foundation’: The Goal Is to Eradicate Falun Gong Globally

In July 2024, a third source obtained by the Falun Dafa Information Centre provided detailed contents of an internal report from the CCP-run “China Reform and Development Foundation.” The report echoed the MPS directives and expanded on them. It cited the CCP’s explicit goal of eliminating Falun Gong worldwide (including in the U.S.) and outlined five major strategies.

The internal report stated: “Mobilise central state media resources, university think tanks, and other outlets; exploit the U.S. elections and partisan conflict… actively spread disinformation smearing Falun Gong to overseas media with support… create short, catchy video content and continuously push it on overseas social platforms to maximise reach. Use advertising purchases and SEO optimisation to suppress Falun Gong’s online traffic.”

CCP Political-Legal System Plans and Specific Orders

On December 5, 2024, the World Organisation to Investigate the Persecution of Falun Gong (WOIPFG) published an announcement revealing the CCP political-legal system’s plans and specific directives for persecuting Falun Gong. (The Dajiyuan)

The announcement revealed a series of recent malicious incidents abroad attacking Falun Gong: media outlets covering up the CCP’s organ harvesting crimes, distorting facts about Shen Yun, smears by CCP-controlled influencers, and bad-faith lawsuits — all part of a systematic overseas persecution campaign orchestrated by the Ministry of State Security and Ministry of Public Security. The operations were carried out through CCP overseas “Offices for Fighting Falun Gong” (abbreviated “Da Fa Offices”), such as the “North America Da Fa Office,” headed by Wu Xiuhua.

These “Da Fa Offices,” established by the MPS and MSS in regions like North America, are essentially overseas versions of the notorious “610 Office,” a secret organ dedicated solely to persecuting Falun Gong. They operate under Chinese embassies and consulates, relying on CCP-controlled Chinese community associations and student groups abroad.

According to WOIPFG, multiple CCP political-legal meetings in the first half of 2024 set annual work targets and plans. In May, the Central Political and Legal Affairs Commission (PLAC) convened a meeting attended by PLAC Secretary Chen Wenqing; in June, the Ministry of Public Security held a meeting chaired by Vice Minister Chen Siyuan to implement PLAC orders. These were video conferences with nationwide participation, focusing heavily on striking Falun Gong abroad.

At a June 17, 2024, meeting, two points were emphasised: provincial departments were required to allocate resources to fully support two Chinese-speaking YouTubers attacking Shen Yun and Falun Gong, and to constantly supply them with leaks, including internal MPS materials on Falun Gong.

It is noteworthy that attacking The Dajiyuan — founded in the U.S. by Falun Gong practitioners in August 2000 — was only one part of the campaign. The newspaper reports uncensored truths suppressed by the CCP, providing readers with real information free from totalitarian control.

WOIPFG said that, based on fresh CCP internal intelligence, targeting The Dajiyuan is just one piece of the plan. The ultimate goal is not just to destroy The Dajiyuan and Shen Yun, but to dismantle Falun Gong abroad entirely.

Xi’s Orders Prompt Immediate New and More Complex Repression Abroad

Levi Browde, Executive Director of the Falun Dafa Information Centre, said in written testimony to the U.S. Congress on June 24, 2025:
“In fact, within months of Xi Jinping’s directives, the Falun Dafa Information Centre noticed new and more complex strategies targeting the Falun Gong community. In hindsight, these strategies aligned closely with orders issued by CCP leaders at the end of 2022.”

He stated that these included: suspicious YouTubers linked to the CCP spreading misleading information on Falun Gong; U.S. government investigations uncovering plots to sabotage nonprofits founded by practitioners; as well as increased threats, impersonations, and acts of violence.

In recent years, the U.S. Department of Justice and the FBI thwarted several CCP plots of transnational repression against Falun Gong. For example, in 2023, Chinese Americans John Chen (Chen Jun) and Lin Feng were arrested by the FBI in California.

According to indictments, between January and May 2023, Chen and his bodyguard Lin operated in the U.S. under CCP orders to advance harassment campaigns against Falun Gong. They participated in manipulating an IRS whistleblower program, attempting to revoke Shen Yun Performing Arts’ tax-exempt status.

In November 2024, Chen was sentenced by the U.S. District Court for the Southern District of New York to 20 months in prison and 3 years supervised release; in September 2024, Lin was sentenced to 16 months in prison.

Multiple U.S. officials have strongly condemned the CCP’s transnational suppression of Falun Gong and Shen Yun on American soil.

CCP Transnational Repression of Falun Gong and Shen Yun Gravely Threatens U.S. National Security

Kelly Shackelford, a member of the White House’s “Commission on Religious Freedom,” told The Dajiyuan that the CCP’s transnational repression of Falun Gong and Shen Yun in the U.S. is an assault on religious freedom and free speech in America, and an affront to the nation’s founding values.”

He said: “You (the CCP or its agents) cannot come here to infringe or restrict free expression, nor can you infringe people’s religious freedom or freedom of conscience.”

Rep. Chris Smith, a senior U.S. Congressman and chair of the Congressional-Executive Commission on China (CECC), told The Dajiyuan: the CCP’s transnational suppression of Falun Gong and Shen Yun “is not only a national security issue, but it also triggers terrorism-related concerns.”

William L. Saunders, professor at Catholic University of America, said: The CCP’s transnational persecution of Falun Gong and Shen Yun is extremely serious, because the Communist Party is harassing people on U.S. soil, violating American sovereignty.”

Renowned legal scholar and former Peking University law professor Yuan Hongbing said: “From the CCP tyranny’s media war and legal war against Falun Gong in America, we can see that the CCP’s United Front infiltration has already become a major threat to U.S. national interests.”

Former U.S. Ambassador-at-Large for International Religious Freedom Samuel Brownback, speaking to media outside the 80th UN General Assembly, said: “The CCP’s transnational repression is illegal in the international community, and we should strongly resist it. This is not merely transnational repression; it is transnational terrorism. We must stop this.” △
