Recently, some netizens disclosed that the senior leadership of the Communist Party convened an unprecedented expanded meeting of the Central Political Bureau, not only preparing for Xi Jinping's abdication but also directly redistributing his powers and planning to reorganise the collective leadership system.
On May 23, Twitter user 'Cai Shenkun' posted that there have been numerous overseas reports indicating that on May 14, the senior leadership of the Communist Party held an unprecedented expanded meeting of the Central Political Bureau. It is reported that members of the Political Bureau, along with elders, former military leaders, past standing committee members, and veteran officials, were all in attendance. Additionally, Military Commission Vice Chairman Zhang Youxia delivered a 30-minute report during the meeting, asserting that all the generals and lieutenant generals personally promoted by Xi Jinping have been arrested. Xi Jinping has no option but to step down; what remains for him now is how to maintain his dignity. Cai Shenkun noted that the meeting had a singular focus: Xi Jinping must resign, with the only question being whether it would be a partial or complete abdication. The reports even mentioned that Hu Jintao made a rare appearance at the meeting, candidly stating that over the past decade, only the Youth League faction has remained loyal to Deng Xiaoping's reform and opening-up policy. Hu Jintao's presence was to provide support in his former capacity as General Secretary, while the actual decision-making was in the hands of Wen Jiabao.
Cai Shenkun emphasised that the expanded meeting reached a preliminary consensus, deciding to transform this year's Fourth Plenary Session into a personnel meeting. The meeting confirmed the list of members for the next Central Committee, with the Communist Youth League faction holding one-third of the positions. Additionally, discussions were held regarding the restructuring of the seven-member Standing Committee, a return to collective leadership, and the division of Xi's power.
Cai Shenkun noted that since taking office, Xi Jinping has not convened an expanded Politburo meeting; instead, he has held several expanded meetings of the Central Military Commission to assert control over military power. Notably, in November 2012, Xi Jinping emphasized at an expanded meeting of the Central Military Commission the importance of ensuring the Party's absolute leadership over the military, which is crucial for the military's nature and purpose, the future and fate of socialism, and the long-term stability of the Party and the country. In December 2014, he reiterated at another expanded meeting that governing the military according to law and strict management are fundamental strategies for the Party's military construction and governance. In December 2017, Xi clarified the Party's strong military ideology and outlined the new era mission of the People's Army during an expanded meeting of the Central Military Commission. These meetings have effectively allowed him to maintain control over the military.
In February of this year, Cai Shenkun disclosed on the X social platform and YouTube that he had received information suggesting that Xi Jinping no longer possesses any real power, and that the authority within the Communist Party is being transitioned to three elderly individuals born in 1942. Furthermore, military power is currently held by Zhang Youxia, with Xi's role as Chairman of the Military Commission being merely nominal. "Xi Jinping's abdication is just awaiting an official announcement, likely at the Fourth Plenary Session, and it will not extend beyond next year," he stated. Cai Shenkun later identified these three elderly individuals as Hu Jintao, Wen Jiabao, and Hu Deping.
On May 19, shortly after the expanded meeting, the Chinese Communist Party's official publications, the People's Daily and Xinhua News Agency, released significant articles reiterating Hu Jintao's important directive from years past: 'We must adhere to scientific decision-making, democratic decision-making, and decision-making according to the law.'
In reaction, commentator Su Xiaohe remarked on his social media platform that the sudden appearance of Hu Jintao's directive in state media is clearly significant. Given that Hu Jintao has already retired, the revival of this directive suggests that he is making a 'comeback.' It appears that Hu Jintao is currently at the helm of the CCP.
