[October 25, 2024]On October 1, a shooting incident occurred at the Shaoyang Public Security Bureau in Hunan Province, where Li Changyue, the deputy mayor of Shaoyang and head of the Public Security Bureau, was shot by his subordinate, Duan Peng. Initial reports suggested conflicts between the two over promotion issues, but recent internal police leaks obtained by Epoch Times reveal that a businessman had funded a bribe attempt by Duan Peng to secure a promotion from Li. During the attempt, Duan’s wife was allegedly raped by Li, and Duan did not receive the promotion, which ultimately led to the violent incident.
According to Hong Kong media and social media reports, the shooting happened on October 1 during a flag-raising ceremony for the 75th anniversary of the founding of the People's Republic of China. Li Changyue was severely injured and rushed to the hospital, with his survival uncertain. Duan Peng, a deputy squad leader in the Special Police Unit’s Second Brigade, reportedly fired several shots at Li, including two direct shots, before turning the gun on himself.
Previous reports suggested that the incident stemmed from Duan’s failure to secure a promotion and his forced cancellation of leave, which led to long-standing tensions between the two. On October 24, an internal source from Shaoyang’s local police disclosed new details of the case to Epoch Times, on the condition of anonymity for safety reasons.
The insider stated that Duan Peng, originally from Huayuan Township in Dongkou County, Hunan, had joined the Shaoyang Public Security Bureau after achieving second place in a national police martial arts competition, garnering favor from previous leadership. However, Duan often clashed with Li Changyue, who later became the police chief.
Duan, born in 1987, was eager for a promotion to the next rank. With the financial backing of a local businessman, he attempted to bribe Li with 800,000 yuan. However, when Duan’s wife delivered the bribe, Li allegedly took advantage of her, accepting the money but refusing to promote Duan.
"Duan's wife went to deliver the money, and Li, finding her attractive, not only accepted the bribe but also allegedly raped her," the insider explained. "Despite this, Li did not promote Duan, leaving him unable to justify himself to his wife and the investor." Days before the incident, Duan reportedly posted messages on WeChat expressing a readiness to “go down together,” though these were only visible to a select group of people with connections to Li. Unfortunately, none of these contacts alerted Li, or if they did see it, they chose not to intervene.
The insider further explained that Duan chose October 1, a public holiday, to make a statement. He had access to a 92-model pistol with 15 rounds, intending to draw significant attention to the incident.
On the day of the incident, the Ministry of Public Security dispatched personnel to Shaoyang, and information about the case was strictly controlled. Local officials downplayed the event, though an investigation is ongoing, especially involving those who saw Duan's WeChat posts but did not take action.
"Choosing holidays to act out grievances has become common for people like Duan," the insider remarked, citing economic decline, escalating social conflicts, and rising despair among those with no hope of improvement.
"There are tens of millions of single men in China without money, homes, jobs, wives, or children. With the government's heavy emphasis on hate education, this results in high levels of resentment. Many people are going bankrupt, losing jobs, divorcing, and defaulting on mortgages. Rural areas are seeing fewer job opportunities, university graduates can’t find work, and the economy is plagued with vacant storefronts and delayed salaries. All of this points to an increase in such incidents, particularly on holidays and during major events," the insider stated.
Public records show that Shaoyang Public Security Bureau Chief Li Changyue, 52, previously served in the Chenzhou Public Security Bureau before transferring to Shaoyang in 2021. Duan Peng, a deputy squad leader in Shaoyang’s Special Police Unit Second Brigade, was born in December 1987 and graduated from Hunan Police Academy. He was once honored as an "Outstanding Young Police Officer in National Public Security." In 2011, he won second place in the 85 kg division at Hunan’s first public security martial arts competition.
As of October 25, Epoch Times reported that Chinese authorities had not issued any official statements about the incident. News on the case has been restricted, though Duan Peng's profile remains visible on Baidu Baike.
