[People News] In recent years, in the northwestern part of Heilongjiang Province, many CCP officials in the Greater Khingan Range region, including secretaries, county heads, district heads, and officials from public security bureaus, detention centers, police stations, etc., have suffered misfortunes such as being investigated, prosecuted, sudden deaths, deaths, etc.
According to a report compiled by Dajiyuan reporter Li Jiesi based on Minghui Net news, these officials who suffered misfortunes bear criminal responsibility for the persecution of Falun Gong practitioners during their tenure.
The Songling District of Greater Khingan Range, Heilongjiang, is located in the southern part of the Greater Khingan Range region and administers five towns: Xiaoyangqi, Jinsong, Guyuan, Dayangqi, and Xintian. In 1992, Falun Gong began to spread in China and also spread to this region, where many people took up cultivation, believing in "Truthfulness-Compassion-Forbearance," and Falun Gong practitioners could be seen everywhere.
On July 20, 1999, the CCP launched a bloody persecution against Falun Gong, and the Greater Khingan Range was not spared. Local Falun Gong practitioners were abducted, harassed, illegally detained, illegally sentenced, tortured, etc. According to incomplete statistics from Minghui Net, as of March 2024, over 25 years, 31 Falun Gong practitioners in Songling District have been persecuted to death, 16 have been illegally sentenced, 15 have been illegally sent to labor camps, and 56 have been abducted.
The entire family of Liu Yulan from Guyuan Town, Songling District, practiced Falun Gong. Her youngest son Yu Zhongzhu was unjustly sentenced to 6 years and persecuted to death; her youngest daughter-in-law Sun Lijuan was imprisoned unjustly for 4 years. Her second daughter-in-law Li Yajuan was imprisoned unjustly for 4 years. On February 2, 2015, Liu Yulan suffered the blow of her son's persecution to death and passed away unjustly at the age of 76.
Ma Zhigang, a primary school teacher in Guyuan Town, Songling District, was abducted and persecuted to death on September 22, 2005, for reading Falun Gong materials on a train, at the age of only 30. His father passed away unjustly after suffering this blow.
Falun Gong practitioner Lu Yuping from Songling District, Greater Khingan Range region, was illegally sentenced twice, totaling 17 years, and is suspected to have been persecuted to death by drugs in Tailai Prison on May 30, 2009. ……
While Falun Gong practitioners in the Greater Khingan Range region suffered persecution, the CCP officials involved in the persecution have also continuously suffered misfortunes. The following are only some cases of CCP officials in the Greater Khingan Range region suffering misfortunes in recent years.
Former Greater Khingan Range Humai County County Head Jiang Mingming Investigated

On April 9, 2025, mainland news reported that Jiang Mingming, Secretary of the Xinlin District Committee of Greater Khingan Range, Heilongjiang, was investigated for suspected "serious violations of discipline."
Jiang Mingming, born in August 1983, once served as the farm manager and deputy secretary of the Party committee of Qixingpao Farm under the Heilongjiang Provincial Reclamation and Cultivation General Bureau's 93 Management Bureau, secretary of the Party committee, chairman, farm manager, and director of the Social Affairs Department of Qixingpao Farm Co., Ltd. under Beidahuang Reclamation Group; deputy secretary of the Humai County Party Committee and county head of the county government; in July 2021, he served as Secretary of the Xinlin District Committee of Greater Khingan Range.
He followed the CCP in persecuting Falun Gong and bears leadership responsibility for incidents of persecuting Falun Gong practitioners locally. For example, Falun Gong practitioner Wang Xiubo from Humai County was wanted online by local public security and forced to become homeless for many years, later abducted and illegally sentenced to 1 year and 2 months.
Former Greater Khingan Range Discipline Inspection Secretary Guo Xiaofeng Dismissed

On December 24, 2023, former Greater Khingan Range Discipline Inspection Secretary Guo Xiaofeng was dismissed.
Guo Xiaofeng, born in September 1966, once served as the head of the Qiqihar City "610 Office" (an illegal organization specifically for persecuting Falun Gong), and later as the secretary of the Qiqihar City Political and Legal Affairs Commission; from September 2021 to the end of December 2021, he served as the Discipline Inspection Secretary of Greater Khingan Range; from December 2021 to December 2023, he served as the director of the Greater Khingan Range Supervision Commission.
During his tenure, 44-year-old Falun Gong practitioner Zhu Jinrui from Fuyu County, Qiqihar City, was illegally sentenced to 4 years and sent to Beian Prison, where he was beaten to death alive.
Former Greater Khingan Range Tahe County Party Committee Secretary Zhou Kuiwei Investigated
On November 25, 2024, former Heilongjiang Province Greater Khingan Range Tahe County Party Committee Secretary Zhou Kuiwei was investigated.
Zhou Kuiwei, from September 2012 to February 2017, served as the Party committee secretary of Hanjia Garden Forestry Bureau of Greater Khingan Range; from February 2017, served as the Party committee secretary of Tahe County, Greater Khingan Range, and later as a level-two inspector of the Greater Khingan Range Regional Committee Office.
During his tenure, Falun Gong practitioner Cui Xiangzhi from Tahe County, her daughter-in-law Tian Jinling was abducted and detained twice, her son-in-law Yuan Yanming was illegally sent to a labor camp, and the whole family was harassed and illegally wanted for a long time. Elderly Cui Xiangzhi passed away unjustly on the fifth day of the twelfth lunar month in 2019.
Former Greater Khingan Range Tahe County Vice County Head Wang Jianhua Under Review and Prosecution

Former Greater Khingan Range Tahe County Party Committee Standing Committee member and vice county head Wang Jianhua was investigated in July 2024, expelled from the Party and public office in December of the same year, and transferred to the procuratorate for review and prosecution.
Wang Jianhua, born in August 1971, once served as deputy township head of Sanka Township, Humai County, deputy secretary of the Party committee and township head of Xinghua Township, Humai County, deputy secretary and town head of Humai County, secretary of Humai Town, Humai County, standing committee member of Humai County, head of the United Front Work Department, standing committee member and vice county head of Tahe County.
During his tenure, in July 2024, the Tahe Domestic Security Brigade went to the home of 86-year-old Falun Gong practitioner Grandma Ma twice to harass, intimidate, threaten, and persecute.
Former Heilongjiang Province Greater Khingan Range Mohe County Secretary and County Head Wang Kaiming Investigated
Former Heilongjiang Province Greater Khingan Range Mohe County CCP secretary and county head Wang Kaiming was expelled from the Party and public office in May 2022 for serious "violations of law," and transferred to the procuratorate for review and prosecution.
Wang Kaiming, born in March 1963, once served as county head assistant of Humai County, director of the Foreign Affairs Office, director of the Tourism Bureau, director of the Overseas Chinese Affairs Office, vice county head and county head of Humai County, deputy secretary, secretary, and county head of Mohe County, director of Xilin Gil Forestry Bureau, regular division-level cadre of Mohe County, retired in November 2016, and investigated 6 years after retirement.
During Wang Kaiming's tenure, the persecution of local Falun Gong practitioners intensified significantly. In May 2013, Se Guirong and Wang Xiubo were abducted and their homes ransacked, detained in Humai Detention Center. Five months later, Se Guirong was illegally sentenced to 3 years, and Wang Xiubo was released on bail pending trial, forced to become homeless for many years.
Former Greater Khingan Range Mohe County Party Committee Deputy Secretary and County Head Bao Guorong Investigated and Prosecuted
Former Mohe County Party Committee deputy secretary and county head Bao Guorong was investigated in July 2020 for suspected serious "violations of law" and transferred to the procuratorate for investigation and prosecution.
Bao Guorong, born in July 1956, once served as deputy secretary and county head of Mohe County Party Committee, director of Xilin Gil Forestry Bureau, deputy director of Greater Khingan Range Forestry Management Bureau, deputy commissioner of Greater Khingan Range Administrative Region, retired at age in August 2016, and investigated in July 2020, four years after retirement.
During his tenure, in February 2006, Falun Gong practitioner Zhang Qiulan from Tuqiang, Mohe County, was abducted by Tuqiang Domestic Security Brigade police Wang Jingshan and Zhou Wenkun to Shuanghe Labor Camp in Qiqihar and illegally sent to labor camp for 3 years.

Former Greater Khingan Range Huzhong District Party Committee deputy secretary Dong Yi was expelled from public office in October 2021 for serious "violations of law," his illegal gains confiscated, and transferred to the procuratorate for review and prosecution in May 2022.
Dong Yi, born in April 1970, once served as deputy secretary of the Huzhong District Party Committee and Discipline Inspection secretary of Greater Khingan Range, secretary and director of the Greater Khingan Range Administrative Region Safety Production Supervision Administration, director of the Greater Khingan Range Business Environment Construction Supervision Bureau, dismissed in October 2021.
On May 13, 2010, Falun Gong practitioners Liu Jingxun and his wife Tan Zhengrong from Huzhong District were illegally tried in court; Liu Jingxun was unjustly sentenced to 4 years, and Tan Zhengrong was unjustly sentenced to 2 years with 3 years reprieve. Dong Yi bears leadership responsibility for this.
Former Greater Khingan Range Jiagedaqi District Party Committee Standing Committee Member and Vice District Head Liu Bo Investigated
Bai Lu, deputy director of the Guangming Police Station of Jiagedaqi District Public Security Bureau, Greater Khingan Range, was investigated in July 2019 for acting as an "umbrella" for black society organizations and evil forces, later sentenced to 10 years imprisonment and fined 208,000 RMB.
Bai Lu, born in November 1983, once served as a police officer in the Security Brigade of Tuqiang Forestry Public Security Bureau, police officer and deputy director of Guangming Police Station, Jiagedaqi Public Security Bureau.
During Liu Bo's tenure, multiple Falun Gong practitioners were abducted, had their homes ransacked, sentenced, tortured, and persecuted to death; Liu Bo bears leadership responsibility. In March 2003, Falun Gong practitioner Zhang Xuzhi was abducted by the Jiagedaqi Domestic Security Brigade and later illegally sentenced to 5 years, subjected to torture in prison.
Former Jiagedaqi District Shuguang Police Station Director Zhao Feng Prosecuted
Former director of Shuguang Police Station in Jiagedaqi, Zhao Feng, was expelled in November 2022 and transferred to the procuratorate for review and prosecution.
Zhao Feng, born in May 1973, once served as a staff member of Jiagedaqi Detention Center, police officer of Dongshan Police Station, Jiagedaqi, deputy director of Shuguang Police Station, Jiagedaqi, director of Changhong Police Station, Jiagedaqi, director of Baihua Police Station, Jiagedaqi, director of Shuguang Police Station, Jiagedaqi; dismissed in June 2022.
As director of four police stations, he bears direct leadership responsibility for the persecution suffered by local Falun Gong practitioners.
Former Mohe County Detention Center Deputy Director Wu Jinhua Sudden Death
Wu Jinhua, born in October 1967, transferred to Mohe County Detention Center in December 1997, successively served as prison guard, internal affairs, deputy director; appointed deputy director and fourth-level police inspector of Mohe County Detention Center in 2012, worked in supervision for 22 years; died suddenly of illness on February 17, 2020, at the age of 54.
He bears direct responsibility for the detention and persecution of Falun Gong practitioners in the detention center during his tenure.
Former Jiagedaqi Dongshan Police Station Director Xia Hongguang Under Review and Prosecution
Former Jiagedaqi Dongshan Police Station director Xia Hongguang was investigated in November 2021, expelled from the Party and public office for serious "violations of law," illegal gains confiscated, transferred to the procuratorate for prosecution, and fined 100,000 RMB.
During Xia Hongguang's tenure, he followed the CCP and implemented the evil party's persecution policies.
Former Mohe City Public Security Bureau Domestic Security Brigade Deputy Captain Qu Songyan Death
Qu Songyan, deputy captain of the Mohe City Public Security Bureau Domestic Security Brigade, went to Wudalianchi on October 24, 2019; while driving in Xinlin District, the car suddenly lost control and flipped, and Qu Songyan was thrown out of the vehicle and died, at the age of only 38.
Qu Songyan, from Xilinji Town, Mohe County, born in August 1981, once served as police officer and internal affairs of Gulian Police Station, Mohe County Public Security Bureau, deputy director of Gulian Police Station, Mohe County Public Security Bureau, deputy captain of Domestic Security Brigade, Mohe County Public Security Bureau, later transferred to the so-called "sweeping black" office of Mohe City Public Security Bureau.
On April 29, 2018, 69-year-old Falun Gong practitioner Li Yushu from Mohe City was abducted and beaten by Domestic Security police while posting stickers on the street.
Former Greater Khingan Range Administrative Public Security Bureau Deputy Director Wang Zhiming Investigated
Investigated in December 2019, in 2021 Wang Zhiming was sentenced to 20 years imprisonment for the crime of "perverting the law for personal gain," and fined 5 million RMB.
Wang Zhiming, born in June 1956, once served as director of Jiagedaqi Forestry Region Public Security Bureau, director of Jiagedaqi Public Security Bureau, deputy director of Greater Khingan Range Administrative Public Security Bureau, retired in June 2016, investigated in December 2019.
During Wang Zhiming's tenure, he actively participated in the persecution of Falun Gong practitioners, including intercepting petitions, abductions, detentions, home ransackings, harassment, fines, labor camps, sentencing, etc. △
