According to online information, the incident took place near the Mining Bureau in Fengfeng Mining District, Handan City, Hebei Province. Video circulating online shows a man holding a kitchen knife wandering the streets. Afterward, the police arrived and confronted the assailant, but the assailant did not take the police seriously at all. Right in front of the police, he continued hacking wildly along the way. One passerby was slashed more than 20 times and was covered in blood. In the video, police can be heard shouting “Put down the knife.” One officer was pointing an umbrella at the assailant, and another seemed to be holding a baton, yet not a single officer dared to move forward to subdue the attacker.

There is information suggesting that the attacker’s target was a woman. The woman allegedly had an extramarital affair and, after divorcing, was hacked by her ex-husband with a knife. Other passersby who were injured were those who tried to intervene.
