[People News] Recently, the public account "Fengxiang Observation" published a rare article detailing the case involving the former two ministers of defence of the Chinese Communist Party, Li Shangfu and Wei Fenghe, along with a major case concerning the Rocket Force. The article disclosed that the case involves significant leaks related to the U.S. Central Intelligence Agency and the Rocket Force. Just before the Fourth Plenary Session, the Ministry of National Defence of the Communist Party unexpectedly announced the handling results for nine generals, including He Weidong and Miao Hua, which was interpreted as Zhang Youxia's attempt to challenge "Xi Central." This sudden exposure of the shocking underbelly of the Rocket Force seems to indicate Xi Jinping's counteraction against Zhang Youxia. This revelation was also rapidly suppressed across the internet.
The leaked content includes the indictment and judgment documents, revealing the main details of the cases involving three consecutive commanders of the Rocket Force.
The first major figure in the Rocket Force is Wang Hongyao, who engaged in fraudulent bidding during equipment procurement, inflating the unit price of a specific model of missile launch vehicle tyre from the military budget of 180,000 yuan to 380,000 yuan. The 200,000 yuan price difference was laundered by Wang's relatives through a shell company established in Hong Kong, with the total amount involved reaching 430 million yuan.
The deputy commander of the Rocket Force, Zhang Zhenzhong, directly signed a contract in 2015 for a batch of navigation chips for the Dongfeng 26 with a Beijing company called Tianmouwei, whose behind-the-scenes shareholders are American investment funds. The Communist Party judges specifically noted during the reading that this incident "caused the early failure rate of our military's new missiles to increase by 3.6 times." Zhang Zhenzhong is under investigation for accepting bribes totalling 117 million yuan, along with an additional apartment in Manhattan, New York, valued at 8.5 million dollars.
In addition, Zhang Zhenzhong is implicated in a significant case. In October 2022, the U.S. Congressional Research Service submitted a report titled 'Combat Sequence of the People's Liberation Army Rocket Force' to the Senate Intelligence Committee. This extensive 225-page report reportedly caused a stir among Beijing's top officials due to the findings in its appendix. They found that the report's data on the six bases of the Rocket Force, the number of missiles, and the Chinese Communist Party's own classified documents had discrepancies of no more than 3%, indicating that 97% of the information was accurate. Given the regular updates of equipment and intelligence, it can be asserted that this intelligence is 100% reliable.
The appendix also included a list of personnel from the Chinese Communist military who had collaborated with the U.S., featuring eight retired or active senior generals, numbered R1 to R8. Notably, R3 and R5 correspond to Zhang Zhenzhong and Wei Fenghe, respectively. According to the article's disclosures, the U.S. paid consulting fees totalling $12 million to Zhang Zhenzhong's wife through an intermediary based in Hong Kong.
Additionally, in the revelations mentioned above, another former commander of the Rocket Force, Zhou Yaning, was arrested in December 2023. Following his arrest, 328 kilograms of gold bars were found in his underground storage facility in Baoding, complete with registered numbers from the central bank and sourced from the Shanghai Gold Exchange. Alongside the gold bars, authorities also discovered 78 boxes of 1960 vintage Moutai liquor and 59 sealed confidential documents in moisture-proof containers, detailing the Rocket Force's complete firepower plans leading up to 2025.
On the ninth page of Zhou Yaning's judgment, it is stated that Zhou Yaning confessed that these gold bars were entrusted for safekeeping by the United States, intended for sending his grandson to study in the U.S. in the future.
Former Chinese Defence Minister Wei Fenghe, who also served as the former commander of the Rocket Force, is detailed in his indictment. It reveals that from 2016 to 2019, he divided the Dongfeng 31AG simulation training software project into 12 subcontracts through his brother-in-law, all awarded to a company registered in the British Virgin Islands. This company is controlled by a contractor under the American firm Lockheed Martin, and Wei Fenghe received bribes totalling 274 million as a result of this action. Additionally, he accepted a villa located in the hills of Los Angeles.
Another specific detail mentions that Wei Fenghe's son, Wei Mou, travelled to Los Angeles to take possession of this villa. Upon his arrival, he sent a WeChat voice message to Wei Fenghe, stating: 'Dad, the house is secured. Can the original code of that simulation training software be sent out?'
The exposé article claims that this voice message was intercepted by the FBI and later returned to Beijing through diplomatic channels, becoming the first recording played in court. If this is accurate, it suggests that military cooperation between China and the United States could be boundless.
In the significant case concerning the Rocket Force, the key figure at the centre of attention is former Minister of Defence Li Shangfu. He has been accused of leaking the bid for a specific domestically produced hypersonic vehicle's composite materials to a Beijing-based company, Hang Mou Technology, prior to the bidding process in 2020. The raw materials for this company are sourced from the American Carbon Stock Company, and once they are resold through intermediaries, the price increases by 70%. Additionally, Li Shangfu's son, Li Mou, utilised a Singaporean passport to manage a trust account in Switzerland, receiving $138 million each quarter over a span of three years.
It has been reported that on page 43 of Li Shangfu's judgment, it states that after becoming aware of the organisational investigation, Li Shangfu still transferred encrypted hard drives to American agents three times through intermediaries, which is particularly severe.
Consider this: a judgment document of such thickness raises questions about how much content and how many secrets it holds.
The dark secrets of the Rocket Force case have unexpectedly surfaced within the country, which is quite unusual.
Firstly, the prosecution and judgment documents for high-profile cases are classified and are not accessible to outsiders; only individuals of significant rank within the military would have access, let alone the ability to publicly disclose them.
Secondly, the timing of this exposure coincides almost perfectly with reports of He Weidong and Miao Hua organising secret armed activities. Following the incidents involving Li Shangfu, Wei Fenghe, and others, specific details have seldom leaked out.
Furthermore, shortly after the conclusion of the Fourth Plenary Session and as the major case involving He Weidong began to unfold, the hidden issues within the Rocket Force were unexpectedly brought to light. The details of these revelations suggest that several significant incidents occurred during Zhang Youxia's tenure as the head of the Equipment Development Department of the Central Military Commission, making the implications quite evident. Following Zhang Youxia's pressure on Xi Jinping to officially dismiss He Weidong and Miao Hua, this leak appears to be Xi Jinping's strategic counterattack against Zhang Youxia, leveraging the major case involving the Rocket Force.
