[People News] The Standing Committee of the National People's Congress of the Communist Party of China announced on September 12 that several representatives have been dismissed, including both military generals and local government officials. Among the four generals, Commander Wang Chun Ning of the Armed Police had previously been reported to be in trouble. Analysts suggest that these generals are likely connected to the Miao Hua case, indicating that the military's purges are set to continue and expand.
The announcement from the Standing Committee of the National People's Congress revealed that those dismissed include Wang Lixia, the former chairman of the Inner Mongolia government, who was removed on August 22; Wang Bin, the director of the Jiangsu Provincial Human Resources and Social Security Department, dismissed on May 9; Wang Qirong, the deputy secretary of the Suzhou Municipal Committee and mayor, who was removed on March 20; Ni Qiang, a member of the Hainan Provincial Committee and secretary, dismissed on June 25; and Niu Chao, the principal of a senior high school in Shangqiu, Henan.
Notably, the official statement indicated that the Military Representative Assembly of the Logistics Support Department of the Central Military Commission decided to revoke the National People's Congress representative positions of Zhang Lin and Gao Daguan. The Army Military Representative Assembly also decided to revoke the National People's Congress representative position of Wang Zhibin. Additionally, the Armed Police Force Military Representative Assembly revoked the National People's Congress representative position of Wang Chun Ning. Their qualifications as representatives of the National People's Congress have been terminated.
Wang Chun Ning, aged 62, is a second-generation military officer; his father, Wang Yongming, was the former deputy political commissar of the Nanjing Military Region. He graduated from the Russian General Staff Academy and the National Defence University of the People's Liberation Army of China.
He has served for an extended period in the original Nanjing Military Region of the People's Liberation Army, where he held the position of commander of the 12th Group Army. Following the 19th National Congress of the Communist Party of China in 2012, he was appointed as the commander of the Beijing Garrison District. In May 2020, he became the commander of the Armed Police Force, and by the end of that year, he was promoted to the rank of general. He is a candidate member of the 19th Central Committee of the Communist Party of China and a member of the 20th Central Committee.
Since last November, Wang Chunying has been absent from several significant events, including the general promotion ceremony, the Central Commission for Discipline Inspection conference, the Central Political and Legal Work Conference, and this year's August 1st reception.
Alongside Wang Chunying, Zhang Lin, a lieutenant general and the director of the Logistics Support Department of the Central Military Commission, was also dismissed. Gao Daguan, another lieutenant general, serves as the political commissar of the Joint Logistics Support Force of the Central Military Commission, while Wang Zhibin, also a lieutenant general, is the secretary of the Discipline Inspection Commission of the Rocket Force.
Zhang Lin previously held the position of commander of the Qingdao Comprehensive Support Base of the Navy and served as the deputy chief of staff of the Joint Logistics Support Force of the Central Military Commission. In 2019, he was promoted to chief of staff of the Joint Logistics Support Force. After being transferred to the Armed Police Force in 2020, he became the director of the Logistics Department. In March 2021, he was appointed as the director of the General Administration of Affairs of the Central Military Commission. In January 2022, he was promoted to director of the Logistics Support Department of the Central Military Commission and concurrently elevated to the rank of lieutenant general.
Gao Daguang began his military career in the Shenyang Military Region, where he served as the political commissar of a certain Red Army division within the 39th Group Army. In September 2016, he was appointed as the deputy political commissar of the 41st Group Army. By October 2017, he had taken on the role of deputy political commissar of the newly established 77th Group Army. He later became the director of the Department of Political Work for Retired Cadres at the Central Military Commission. By July 2021, he was appointed political commissar of the General Administration of Affairs of the Central Military Commission, and by September 2024, he is expected to serve as the political commissar of the Joint Logistics Support Force. He was promoted to the rank of major general on July 31, 2017.
Wang Zhibin has had a long tenure in the former Nanjing Military Region, where he served as the commander of the Xuancheng Military Sub-district in the Anhui Provincial Military District and as the political commissar of the 13th Coastal Defence Division in the Fujian Provincial Military District. In 2015, he became the director of the Political Department of the 1st Group Army. In March 2017, he was appointed as the director of the Political Work Department of the 73rd Group Army. By April 2018, he had risen to the position of political commissar of the 81st Group Army. In March 2022, he was promoted to political commissar of the Western Theatre Command Army, and in December 2023, he transitioned to serve as the secretary of the Discipline Inspection Commission of the Rocket Force. He was promoted to major general in July 2016 and to lieutenant general in March 2022.
The promotion paths of these four individuals reveal that they were all elevated during Xi Jinping's leadership. Following Miao Hua's downfall, the Communist Party has been vocally advocating for the eradication of toxic influences within the military. Wang Chunying is also regarded as a close associate of Miao Hua. When Wang Chunying was the commander of the 12th Group Army, Miao Hua served as the political commissar, making them partners. After Miao Hua was promoted, he recommended Wang Chunying to Xi. Miao Hua was suspended for investigation last November, and shortly thereafter, Wang Chunying went missing, suggesting a close connection between the two.
Current affairs commentator Li Linyi told The Epoch Times that, aside from confirming the rumors surrounding the incident involving Wang Chunning, the commander of the armed police, the positions of the other three implicated generals suggest that the Minister of Logistics Support of the Military Commission, the Political Commissar of the Joint Logistics Support Force, and the Secretary of the Discipline Inspection Commission of the Rocket Force have all been investigated. This indicates that the military purge is widening, and the next person to be implicated could be unexpected.
Previously, renowned legal scholar Professor Yuan Hongbing, who resides in Australia and frequently discloses insider information about the high-level movements within the Chinese Communist Party, revealed that Miao Hua and his three secretaries, after being investigated, have already named over 1,300 military and civilian officials at various levels. Among those exposed by Miao Hua are Central Military Commission Vice Chairman He Weidong, Central Military Commission members Zhang Shengmin and others, Minister of Defense Dong Jun, Eastern Theater Command Commander Lin Xiangyang, Western Theater Command Commander Wang Haijiang, Rocket Force Commander Wang Houbin, Armed Police Force Commander Wang Chunning, former Southern Theater Command Commander Wang Xiubin, former Army Political Commissar Qin Shutong, former Navy Political Commissar Yuan Huazhi, former Logistics Department Minister Zhao Keshih, and nearly 100 generals and lieutenant generals from the Eastern Theater Command, including both retired and active personnel. Additionally, Miao Hua implicated a significant number of officials from the Central Commission for Discipline Inspection with whom he had previously collaborated.
Li Linyi believes that these four individuals are likely connected to the case involving Miao Hua and He Weidong, but their ascension to power is a result of Xi Jinping's personnel arrangements following military reforms. The internal conflicts within the Chinese Communist Party's military are intricate, and the upcoming Fourth Plenary Session of the Communist Party is expected to attract attention.
