[November 2, 2024] A scandal has recently broken out at the People’s Hospital in Ningling County, Shangqiu City, Henan Province. Staff at this state-run hospital have been accused of long-term involvement in illegal baby trafficking activities. These trafficked babies were issued official documents, “cleansing” their identities, and the case spans 13 years.
On November 1, anti-trafficking volunteer Shangguan Zhengyi posted on Weibo, reporting that Wang Moutao, a driver for the hospital’s 120 emergency service, has been colluding with the former head of the obstetrics department since 2011, supplying baby girls to numerous local villagers over the long term.
These trafficked girls are currently as young as 2 years old and as old as 13. Shangguan Zhengyi revealed that these trafficked children all received birth certificates from the local hospital to cleanse their identities.
Shangguan Zhengyi stated that, based on his information, these children were trafficked through Ningling County People’s Hospital 120 driver Wang Moutao, who collaborated with the former head of obstetrics to introduce buyers over a 13-year period. Additionally, these baby girls were issued birth certificates at local medical institutions for household registration purposes.
For instance, one buyer, Yan Mouyi (female), admitted that she had paid Wang Moutao to purchase a baby girl and later obtained a birth certificate for her, completing the household registration and becoming her legal mother.
Shangguan Zhengyi reported that, according to information obtained from the county’s health commission, this buyer has no record of giving birth to a girl since 2011 and no record of receiving a birth certificate. Instead, the buyer used a birth certificate from Ningling County Hospital of Traditional Chinese Medicine to register the purchased baby girl.
After the incident was exposed, Ningling County authorities announced that "four individuals involved in the case have been placed under criminal coercive measures,” and Ningling County People’s Hospital told mainland media that Wang Moutao was an “external hire.”
However, Shangguan Zhengyi raised seven questions on Weibo:
- How many children were sold by Wang Moutao through introductions from the former head of obstetrics?
- Can it be clarified where the children sold by Wang Moutao and the former head of obstetrics originated?
- Are there other accomplices within the People’s Hospital of Ningling County or in society?
- Why were the children sold by Wang Moutao able to obtain birth certificates from Ningling County Hospital of Traditional Chinese Medicine (formerly the Central Hospital)?
- What is the source of the birth certificates for Zhi Moumou and Yan Mouer?
- How much profit did Wang Moutao and the obstetrics head make from selling these children?
- How many other children related to the involvement of Wang Moutao and the former head of obstetrics remain unknown?
Public information shows that Ningling County People’s Hospital is the only national secondary comprehensive hospital in the county, integrating medical care, emergency services, teaching, research, and preventive medicine. It has been awarded titles such as “National People’s Satisfied Hospital” and “Advanced Grassroots Party Organization.” It also collaborates with Beijing University of Chinese Medicine’s Dongzhimen Hospital and Henan Provincial People’s Hospital.
This baby trafficking scandal has sparked widespread attention and discussion online.
