Israeli Embassy in China Responds to CCP with Facts

People News: On October 29, U.S. time, the United Nations Security Council held an open debate on the Middle East issue. China’s permanent representative to the United Nations, Fu Cong, stated during the meeting that China demanded Israel halt and withdraw the bill regarding the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Why did China make this demand?

It turns out that on October 28, the Israeli parliament passed two bills, prohibiting Israeli officials from engaging with UNRWA or its representatives, and forbidding UNRWA from operating in areas within "Israeli sovereign territory." The legislators who proposed the bills stated that some UNRWA staff participated in the Hamas attack on Israel on October 7 last year and are members of Hamas or other armed organizations. Reportedly, a bodyguard for the recently killed Hamas leader Sinwar held an UNRWA employee ID.

Israel’s bills have alarmed both Hamas’s hidden backer, the CCP, and the United Nations, which has been infiltrated by the CCP, leading to the demand from China’s representative and statements from the Security Council and the General Assembly’s President. They intentionally ignore the ties between UNRWA and Hamas, focusing only on UNRWA’s purported role and irreplaceability, completely disregarding Hamas terrorists' massacres of innocent Israeli civilians.

In response, Israel publicly provided a significant amount of evidence, exposing how this UN agency is misused by terrorists and highlighting the UN’s inaction. On October 30 and 31, the Israeli Embassy in China published a Chinese-language response on Weibo, allowing Chinese people to learn the truth, effectively confronting the CCP.

Israel’s provided facts are as follows:

  1. Hamas has systematically infiltrated UNRWA on a large scale, openly misusing UNRWA staff and facilities to conduct terrorist activities against Israel. UNRWA staff actively participated in the massacre on October 7, and investigations have shown that UNRWA facilities are widely used for terrorist activities, which the Israeli public finds unacceptable.

  2. In July 2024, Israel provided UNRWA with a partial list of 100 Hamas operatives employed by UNRWA in Gaza. However, the United Nations took no action on this matter. Just last week, an UNRWA employee on that list, Muhammad Abu Itive, was killed by the Israel Defense Forces; he had participated in the October 7 massacre, attacking and abducting innocent Israelis hiding in bomb shelters near Kibbutz Re’im. The UN Secretary-General condemned the killing but did not act on the list when it was provided in July.

  3. UN bias is also evident in two other incidents. The first incident involved the death of Hamas’s Lebanon chief, Fath Shereef, who was also a school principal at UNRWA and head of the UNRWA Teachers’ Union in Lebanon. UNRWA knew months earlier that he was a Hamas operative but decided not to dismiss him.

    The second shocking incident involved Ihad Muqayyad, responsible for educational quality in Gaza in 2024. Multiple posts praising the October 7 massacre were found on Muqayyad’s personal Facebook account, despite his role in overseeing UNRWA’s educational materials. UNRWA took no action. According to Israeli information, Muqayyad is also a Hamas operative.

  4. The UN has taken no substantial action on Israel’s longstanding concern for neutrality in UNRWA’s Gaza facilities. At the start of the conflict, Israel disclosed that over 32 UNRWA facilities in Gaza, or areas near them, contained terrorist infrastructure, such as tunnels and weapons caches.

    In recent months, Hamas and other terrorist groups have repeatedly used UNRWA facilities and shelters for attacks and other terror activities against Israel. Throughout this period, UNRWA has not alerted Israel about any misuse of its facilities, even though UNRWA staff were aware of this illegal activity. Israel thus believes that UNRWA lacks the willingness or means to ensure neutrality in its Gaza facilities or prevent their misuse by terrorists.

  5. For years, there have been concerns about politicization and incitement within UNRWA’s educational system, but the UN has taken no significant action. Anti-Semitism, incitement, and calls for jihad persist in UNRWA’s textbooks, and the agency cannot control the content taught in its classrooms. In many UNRWA schools, principals and teachers are openly Hamas operatives, misusing their positions to encourage hatred and teach content contrary to UN principles and values.

  6. After the October 7 massacre exposed UNRWA employees’ involvement, many donor countries decided to suspend support for UNRWA. However, after a brief interruption, most donors gradually resumed funding, despite the unprecedented misuse of this UN agency by terrorist organizations.

It is precisely due to the UN’s inaction and UNRWA management’s refusal to acknowledge the severity of the issues or take corrective measures that Israeli legislators acted. The Israeli government has no jurisdiction over the actions of its legislative body.

Israel also responded to the UN’s focus by stating its commitment to expanding humanitarian aid to Gaza residents through international and non-governmental organizations that do not engage in terrorism. Israel will continue cooperating with the World Food Programme, UNICEF, WHO, and other partners to achieve this goal.

In light of Israel’s well-founded response, how can the CCP and the UN, who claim to care for Gaza refugees, not feel ashamed?
