Multiple Senior Officials from Jinzhou Medical University Investigated for Ties to Wang Lijun

(October 26, 2024)—On October 25, 2024, Liu Hua, former director of Jinzhou City Health Bureau, and former Party Committee member and vice president of Jinzhou Medical University (formerly Liaoning Medical College), was investigated. Liaoning Medical College is suspected of involvement in human experiments at Wang Lijun's "Jinzhou Public Security Bureau Onsite Psychological Research Center" and alleged participation in organ harvesting from Falun Gong practitioners. Following the downfall of Bo Xilai and Wang Lijun, several senior officials at Liaoning Medical College were investigated.

Investigation of Former Vice President Liu Hua of Jinzhou Medical University

On October 25, 2024, the official website of the Central Commission for Discipline Inspection (CCDI) reported, according to Liaoning Provincial Discipline Inspection and Supervision Commission sources, that Liu Hua, former Party Committee member and vice president of Jinzhou Medical University, was under investigation.

Liu Hua, female, born in July 1963, graduated from China Medical University in 1987 and later pursued her master’s and doctoral degrees at Zhongshan Medical University. She served as deputy secretary and deputy director, then as secretary and director of the Jinzhou Health Bureau Party Committee. In August 2012, she was appointed as a Party Committee member and vice president of Liaoning Medical College and as secretary and director of the Jinzhou Health Bureau Party Committee. She became vice president in October 2012, and in June 2017, was appointed Party Committee member and vice president of Jinzhou Medical University, before being dismissed in April 2023.

According to additional information, Liu Hua was also the chief clinical expert at Jinzhou Medical University, a second-level professor, doctoral supervisor, director of Jinzhou Medical University's Eye Disease Center, and a specialist under the State Council’s special government allowance. Liu pioneered new eye preservation techniques in mainland China and introduced various modern corneal transplant surgeries in Liaoning Province. She was frequently invited to perform surgeries and engage in academic exchanges at Guangzhou Zhongshan Ophthalmic Center, Chongqing Third Military Medical University’s Ophthalmology Center, and other institutions.

The university was initially established as the Liaoning-Jilin Military Region Health School by the Chinese Communist Party in 1946 in Taonan City, Jilin Province. It relocated to Jinzhou City, Liaoning Province, in 1949, and was renamed Jinzhou Medical College in 1958. In 2006, it became Liaoning Medical College, and in March 2016, it was renamed Jinzhou Medical University.

Concentrated Investigations of Senior Officials at Liaoning Medical College

Notably, as far back as a decade ago, while Liu Hua served as Party Committee member and vice president at Liaoning Medical College, several of her colleagues were subjected to intensive investigations.

  • Liang Yuheng: Born April 1964, former vice president, professor, chief physician, and master’s supervisor at Liaoning Medical College. He was arrested in August 2013 and sentenced to 11 years and 6 months in prison for bribery on December 19, 2014.

  • Luo Junsheng: Born March 1968, former vice president, professor, chief physician, and doctoral supervisor at Liaoning Medical College. He was arrested in May 2013 and sentenced to 15 years in prison for bribery in January 2014.

  • Wang Zhiming: Born October 1963, former director of the Third Affiliated Hospital of Liaoning Medical College, professor, chief physician, and master’s supervisor. He was arrested in October 2013 and sentenced to 9 years in prison for bribery in April 2014.

  • Zhang Lizhou: Born August 1952, former Party Secretary of Liaoning Medical College and former deputy director of the Environment and Resources Urban and Rural Construction Committee of the Liaoning Provincial People’s Congress. Investigated in December 2013, he was sentenced to 10 years in prison for bribery on December 23, 2014.

Among the four, Zhang was a high-ranking official, holding a full department-level position, while Liang and Luo were deputy department-level officials.

Allegations of Organ Harvesting at Liaoning Medical College

On July 31, 2016, the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) issued a report implicating Zhang Lizhou, Liang Yuheng, Luo Junsheng, and others at Liaoning Medical College in the persecution of Falun Gong practitioners. According to the report, Liaoning Medical College is suspected of involvement in organ harvesting from Falun Gong practitioners.

The report noted that prior to his position as Party Secretary at Liaoning Medical College, Zhang Lizhou served as deputy Party Secretary and Secretary of the Discipline Inspection Commission at Liaoning Institute of Technology for ten years. After July 20, 1999, he also led the 610 Office, an illegal organization tasked with persecuting Falun Gong, and actively enforced Jiang Zemin's persecution policy. In April 2002, he was transferred to Liaoning Medical College, serving as deputy Party Secretary, Discipline Inspection Commission Secretary, and head of the 610 Office. In June 2003, he was promoted by Wen Shizhen and Bo Xilai to Party Secretary of Liaoning Medical College, where he continued overseeing the 610 Office and orchestrating the persecution of Falun Gong.

From May 2003 to June 2008, Liaoning Medical College and its affiliated hospitals, under Zhang’s leadership, were allegedly involved in human experiments led by Wang Lijun, then-director and Party Secretary of the Jinzhou Public Security Bureau and deputy mayor of Jinzhou City, through the “Jinzhou Public Security Bureau Onsite Psychological Research Center.” The college and its affiliates are also suspected of participating in organ harvesting from Falun Gong practitioners.

The report states that from May 2003 to June 2008, Wang Lijun, then-director and Party Secretary of the Jinzhou Public Security Bureau and deputy mayor of Jinzhou City, used the Great Buddha Temple at Guta Park as a base to persecute Falun Gong practitioners. He established the "Jinzhou Public Security Bureau Onsite Psychological Research Center," branding it as China’s only onsite psychology research center, focusing on organ transplant research. Wang served as director of this center, which was effectively a facility for persecuting Falun Gong practitioners. Liaoning Medical College, where Zhang Lizhou and several affiliated hospitals worked, allegedly participated in this center’s experiments. On holidays, Wang Lijun reportedly conducted live organ autopsies under the Great Buddha Temple, with staff from Liaoning Medical College—including Zhang Lizhou, Liang Yuheng, Luo Junsheng, Wang Zhiming, and Zhang Lijuan (director of the college’s Party Office)—organizing students and faculty to spread anti-Falun Gong propaganda.

Liaoning Medical College and its First, Second, and Third Affiliated Hospitals, as well as the 205 Hospital teaching base, are suspected of involvement in organ harvesting from Falun Gong practitioners.

In 2012, the World Organization to Investigate the Persecution of Falun Gong (WOIPFG) published an investigative report on the “Jinzhou Public Security Bureau Onsite Psychological Research Center,” alleging the use of live Falun Gong practitioners for organ experiments and harvesting.

The center’s organ transplant research included collaborations with Peking University, China Medical University, Jinzhou Medical College (previously known as Liaoning Medical College), and the PLA 205 Hospital. Wang also led the Asia-Pacific "Non-Invasive Autopsy" research project, with participants from institutions such as the Swiss Virtual Autopsy Foundation, the Forensic Science Institute at the University of Bern, Austria’s Graz Medical University, China Medical University, Jinzhou Medical College, and PLA 205 Hospital.

On December 24, 2014, WOIPFG released a list of medical personnel at non-military medical institutions in Liaoning Province allegedly involved in organ harvesting from Falun Gong practitioners. This list included Zhang Chunyang, chief physician and director of the Urology Department at the First Affiliated Hospital of Liaoning Medical College, and Li Chenguang, deputy chief physician in urology.

Jinzhou Medical University’s former vice president Liu Hua, who conducted corneal transplants, held prominent positions over the years, including deputy director and director of the Jinzhou Health Bureau, Party Committee member, and vice president at Liaoning Medical College and later Jinzhou Medical University. Her potential involvement in Wang Lijun’s and Liaoning Medical College’s alleged organ harvesting activities remains a point of speculation.
