[October 21, 2024] More than six months after his fall from power, Chen Yan, former Vice Chairman of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), has been officially arrested on charges of bribery and abuse of power.
According to a report from the Supreme People's Procuratorate on October 21, the investigation into Chen Yan’s case, conducted by the National Supervisory Commission, has concluded. The case has been transferred to the prosecution for review and indictment. Recently, an official decision was made to arrest Chen for suspected bribery and abuse of power.
Chen Yan’s downfall was first publicly announced on March 25 this year. He was the seventh high-ranking official to be investigated after the National People's Congress (NPC) and CPPCC sessions and the third former mayor of Guiyang City to be implicated in corruption.
On October 11, Chen was officially expelled from the Communist Party and removed from his positions, with his delegate status for the 13th Guizhou Provincial Party Congress terminated, and he was handed over to judicial authorities.
Public records indicate that Chen Yan was born in August 1963 in Suzhou, Jiangsu Province, and began working in July 1986. He has held various positions in Guizhou Province for much of his career.
In his early years, Chen worked in the Guizhou Provincial Planning Commission and later served in the Guizhou Development and Reform Commission system for 25 years. In January 2012, he became Vice Mayor of Tongren City. By September 2017, he had been appointed Deputy Party Secretary, Acting Mayor, and Party Secretary of Guiyang. He later served as Deputy Party Secretary, Mayor, and Party Secretary of Guiyang until January 2021 when he became Vice Chairman of the Guizhou Provincial CPPCC while still holding the role of Deputy Party Secretary and Mayor of Guiyang.
After October 2021, Chen only held the position of Vice Chairman of the CPPCC.
It is worth noting that three consecutive mayors of Guiyang have been implicated in corruption.
On March 27, 2023, former Vice Chairman of the Guizhou Provincial CPPCC, Li Zaiyong, was investigated. Li had served as Deputy Party Secretary and Mayor of Guiyang starting in March 2011. Two years later, he was transferred to Liupanshui in Guizhou, where Liu Wenxin, then a member of the Guiyang Municipal Standing Committee and Vice Mayor, succeeded him as mayor.
In 2017, Liu Wenxin was transferred to serve as Party Secretary of Qianxinan Prefecture, and Chen Yan took over as mayor. Liu Wenxin was investigated in October 2022.
