October 15, 2024 –Recently, Chinese media reported on the massive "corruption" involving former Vice Mayor of Jixi City, Heilongjiang Province, Li Chuanliang, who fled the country. Reporters from The Epoch Times contacted Li Chuanliang, who now resides in the United States, and he provided an initial response.
Li Chuanliang Responds to Allegations: Timing of CCP’s Investigation is Critical
On October 14, 2024, Chinese media reprinted a rare full-page announcement from the Mudanjiang Intermediate Court in the People's Court Daily, reporting that Li Chuanliang, the former Vice Mayor of Jixi City, was involved in assets exceeding 3.1 billion yuan (RMB, same below) and had 1,021 properties seized.
The CCP's official announcement claimed that Li Chuanliang had invested illicit gains into companies and projects under his control, including land development, property development, and construction projects, as well as the purchase of real estate, vehicles, land, and equipment. After the case was uncovered, 1.409 billion yuan in funds were frozen, 1,021 properties were seized, along with 27 plots of land, 8 plots of forest land, 38 vehicles, and 10 pieces of machinery. Additionally, the shares of 18 companies were frozen.
According to official information, Li Chuanliang was under investigation by the Heilongjiang Provincial Supervision Commission on July 10, 2020, for suspected crimes of embezzlement, bribery, misappropriation of public funds, and abuse of power. On September 7 of the same year, the Heilongjiang Provincial Discipline Inspection Commission publicly announced the case, and Li was arrested on September 20, with a warrant issued in December 2020.
Li Chuanliang, now 61, was born in Heilongjiang and graduated with a degree in business administration from Tsinghua University. He had long served in Jixi City, including a term as Vice Mayor of Hegang City.
On October 14, Li responded to reporters, asking, "Why are they only saying I have problems now?" He called the accusations against him a joke.
Li noted that he had fled for some time without issue, but after an interview with The Epoch Times on August 19, 2020, the authorities quickly announced on September 7 that they had opened a case against him, followed by his arrest on September 20 and the issuance of a warrant in December.
"All the critical dates—everything happened after August 19, 2020, when I spoke out in the free society of the U.S., revealing certain matters. It was a typical act of retaliation, as I had said back then."
Regarding the disclosed assets, Li expressed surprise but mentioned that after his public statements in 2020, the authorities arrested many individuals associated with him and seized numerous businesses and assets connected to his relatives and friends.
"In previous interviews, I clearly stated that I had already resigned from public office for 10 years. I submitted my resignation in May 2014, and after a long audit process by the higher-level audit, supervisory, and organizational departments, my resignation was finally approved, and my passport was issued because of a medical condition that required treatment abroad."
Li emphasized that the timing of the authorities' investigation is significant: "After 2020, over the next four years, they compiled a massive list of companies and assets I had interacted with throughout my career. They included anything with special funds, assets, or projects under the guise of being related to me."
Regarding the alleged 3.1 billion yuan in assets and over 1,000 properties, Li said: "I resigned 10 years ago. Some of these assets are legally operated and belong to other companies, yet they have forcibly attributed them to me to confiscate them. Some of these assets belong to companies I don't even know."
He added, "Everyone knows that in China today, many companies have government-approved special funds and assets, which have nothing to do with me personally. They were all created legally and according to policy."
Chinese media reported that Li had overseen urban construction, with his most significant project being the construction of affordable housing.
Li mentioned that many unfinished projects in the area had caused severe complaints and that Premier Li Keqiang had once ordered the problems to be resolved. He helped coordinate some companies to assist the government in constructing affordable housing.
He said he would provide more details regarding the allegations made against him.
Li remarked that it is difficult for private enterprises in China, as public security and judicial officials, as well as supervisory officials, control the allocation of funds and assets. He said that in the future, he hopes to clarify all the details.
"Everything should be made public, and I am willing to make it public because these accusations are fabricated."
On his X account "Li Chuanliang on Facts," he posted: "This day is finally recorded in history! How did I get involved in a case of over 3.1 billion yuan? How did I supposedly acquire more than 1,000 properties? The historical drama directed by Heilongjiang’s Wang Chunfu is finally on stage. The truth will soon come to light!"
Public information shows that Wang Chunfu is the current Executive Vice President of the Heilongjiang High People's Court, Deputy Secretary of the Party Leadership Group, and a member of the Provincial Law Committee.

Li Chuanliang Resigned from the CCP After Fleeing the Country
Official information shows that Li Chuanliang was born in September 1963 and served as Director of the Jixi Municipal Finance Bureau, Director of the State-owned Assets Supervision and Administration Commission, Vice Mayor of Jixi City, and Vice Mayor of Hegang City. He resigned from public office in 2017 and fled abroad on November 15, 2018.
After arriving in the U.S., Li joined the China Democratic Party and officially announced his resignation from the CCP on August 21, 2020. He had given interviews to The Epoch Times and New Tang Dynasty Television on August 19 of that year.
Li had mentioned that he was reassigned to a remote location in April 2014 due to disagreements with his superiors, and his salary, medical insurance, and pension were suspended. He left the CCP system completely in 2017.
In the U.S., Li has publicly exposed CCP secrets multiple times and participated in pro-Hong Kong activities, during which he faced harassment and surveillance. He also publicly refuted the CCP's corruption allegations against him.
On September 7, 2020, the CCP's Heilongjiang Provincial Discipline Inspection Commission announced that Li was suspected of embezzling a large amount of state funds, accepting bribes, and engaging in sex-for-money transactions. The next day (September 8), Li issued a statement through overseas media, including The Epoch Times, New Tang Dynasty Television, and "Vision China," claiming that the CCP fabricated charges to silence him.
At the time, Li said, "If I were truly corrupt, why wouldn't I hide? Why would I come out against the CCP? I know that the CCP is afraid of voices."
Li believes that his public resignation from the Communist Party and joining the China Democratic Party angered the CCP, and that his interviews with overseas media, in which he exposed how the CCP concealed the truth about the COVID-19 virus (Wuhan Virus), were intolerable for the authorities.
On December 10, 2020, Human Rights Day, the China Democracy Party officially launched the China Tyrants' Accountability Center (CTOWC) to expose and punish CCP officials for their crimes. The center's key members include Zheng Cunzhu and Li Chuanliang.
At the beginning of 2021, Li publicly stated that the CCP's tyranny would soon bring about its own downfall.
The Mudanjiang City Procuratorate said that the aforementioned assets, which had been sealed, seized, or frozen, were subject to legal forfeiture. They also filed a request for the confiscation of illegal gains. The announcement stated that Li Chuanliang's close relatives and other interested parties could apply to participate in litigation within six months.
